Description
**This is not a Request for Quotes. All Pre-Solicitation documents are Draft documents and are subject to change. It is anticipated that the Request for Quotes will be issued on or around July 21, 2025 There is a scheduled site visit to occur on July 23, 2025 at 9:30 weather permitting with an alternate date of July 24,2025. The planned meeting location will be the marine access facility in Thomas Bay. Access to this location is by boat or floatplane. Forest Service-provided transportation is available. Participants who elect this option will meet FS personnel at 08:00 am at the FS float dock on Dock St, Petersburg, AK. UTV transportation is provided by the FS at Thomas Bay. All participants will receive a safety briefing the morning of the site visit to understand FS policies that pertain to the modes of transportation being used. Participants must follow all FS policies and wear required PPE while onboard a vessel or riding in a UTV. Any parties interested in attending this site visit need to contact Ben Case at benjamin.case@usda.gov or Rachel Shaw at rachel.a.shaw@usda.gov by July 16th. The period of performance of this contract is from date of award through October 31, 2030 Project Location � T56S, R79E, Sec.35, T57S, R80E, Sec 4, 5, 8, 9, 10, 11, 13, 14, 15, 16, 17, 18, 19, 20, 23, 24 Copper River Meridian in the Petersburg Ranger District of the Tongass National Forest Description of Work � The objectives of this project are to increase the viability of young-growth harvest for the benefit of local economies, provide early seral habitat for the area�s deer and moose populations, improve water quality, riparian and wildlife habitat, improve ecological function and maintain water quality by accomplishing the following: Mobilize ground-based logging equipment by barge to the Contract Area. Create openings through timber harvest in densely stocked young-growth stands. Remove included saw timber to landings to be loaded and hauled by truck to a log transfer facility. Transport logs from log transfer facility to a mill or export point. In-water log storage (rafting) requires the operator to obtain a permit from the Alaska Department of Environmental Conservation (ADEC). Mobilize road work equipment by barge to Contract Area. Perform road maintenance, including surface rock replacement on haul roads. Reconstruction of temporary road on decommissioned road prisms to access harvest areas. Road improvements, including cleanout of culvert catch basin, installation of beaver deceiver analog, regrading, resurfacing, reconditioning, installation of poly pipes, placement of riprap and the removal of trees from road prism. Hand thin densely stocked stands of Sitka spruce and western hemlock to improve riparian and wildlife habitat. Remove up to five (5) derelict vehicles along road and parking areas from the Contract Area. Perform road improvement by resurfacing. There is an estimated volume of 4,059.65 MBF of Sitka spruce and 462.26 MBF of western hemlock sawtimber of included timber. Awarded contract will be a commercial services contract with requirements for timber removal. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract.
