- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is 75N94025Q00125 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2025-04. The North American Industry Classification (NAICS) Code is 811210 and the business size standard is $34m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Carl Zeiss Microscopy � 1 North Broadway - White Plains, NY 10601 to procure a One-Year Protect Premium Service agreement for a Carl Zeiss Microscopy manufactured LSM 880 NLO Axio Observer microscope and its components as follows: INSTRUMENT: LSM 880 NLO / Axio Observer Z1- SN: 2811000356 1. Product ID: 000000-2024-745 Protect premium LSM 880 (3 Ch.) � 1 PC 2. Product ID: 000000-1912-874 Protect premium Research Microscope mot � 1 PC 3. Product ID: 000000-1912-854 Protect premium 405/440nm CW Laser Protect Premium Service Agreement includes: � One (1) * preventative maintenance inspection per agreement year. This includes all labor and travel associated with conducting this PM inspection visit. � All labor and travel related charges associated with any service visit in addition to the PM visit as may be required during the contract year, is included. � All covered replacement parts � Discount on Consumable Purchases � Discount on Instrument Upgrades � Scheduled and emergency service performed between the hours of 8:00 AM and 5:00 PM Monday through Friday excluding Carl Zeiss Microscopy, LLC holidays. � Carl Zeiss employed, and Factory trained Field Service Engineers Deliverables: System Calibration and Performance Check: Complete system calibration, including optical alignment, laser performance verification, and electronics checkup, to ensure optimal imaging performance. Within 30 days the contract starts and is scheduled quarterly thereafter. Preventive Maintenance Report: A detailed written report summarizing maintenance activities, system status, parts replaced, and recommendations for future service. Within 10 business days after completion of service Emergency Repair Services (if needed): On-demand repair services for unexpected system failures, including diagnostics and repair/replacement of faulty components. Response within 3 business days of service request. Period of Performance: 8/12/2025- 8/11/2026. Carl Zeiss Microscopy, LLC is the only entity in the United States authorized by Carl Zeiss Microscopy GmbH to provide comprehensive service and support for the Zeiss LSM 880 NLO / Axio Observer Z1. Only Carl Zeiss Microscopy LLC has technical service representatives who receive comprehensive and on-going factory training and regular technical updates, as well as having direct access to the original manufacturer�s parts to help maintain Carl Zeiss instruments in optimal condition. Carl Zeiss Microscopy, LLC can engage directly with the engineers that designed the lab�s Carl Zeiss instrument, to help resolve the most challenging technical support needs. Carl Zeiss is the sole authorized source for this service, and they do not permit or knowingly contract through third parties to perform repairs on their instrument. The Confocal Microscope is a delicate piece of instrument. It is critical that this microscope is regularly maintained to 1) operate in top operating condition; and 2) prevent as much equipment failure as possible. Once failure occurs, it is also critical to promptly obtain service and have the Service Provider come quickly since downtime is extremely costly in terms of lost productivity for the Institute. Maintenance and service include 1) troubleshooting problems, 2) installing compatible spare parts when needed and, 3) perform all the checks and calibrations necessary to ensure the instrument performs at peak performance. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Products and Commercial Services (May 2024) (Deviation Feb 2025) with its offer. The offeror must include their Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. Note: The contractor/offeror must provide a completed copy of FAR 52.204-24, ""Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment"" with their quote in response to this solicitation. Interested vendors capable of furnishing the government with the service specified in this synopsis should submit a copy of their quotation via email to robinsti@mail.nih.gov. Responses to this solicitation must include enough information to establish the interested parties� bona-fide capabilities of providing all products and services needed. Responses must be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements. Alternate Offeror must provide signed documentation confirming authorization and certified capability from the OEM (Carl Zeiss Microscopy LLC) to provide all services, products, maintain all existing warranties, etc. identified in this notice. Responses to this notice without this confirmation from the manufacturer will not be considered as valid.
