Description
NOTICE TYPE: Special Notice NOTICE OF INTENT TO AWARD A SOLE-SOURCE Description: The 17th Contracting Squadron/PKB, intends to award a sole source firm fixed-price contract for a requirement that is a technology upgrade and preventive maintenance inspection for the Monaco D-21 Systems that are in the fire department Emergency Communication Center (ECC) primary and the alternate locations in buildings 3321, 3323, and 517. The technology upgrade will involve removal of existing hardware, servers, computers, and components outdated or no longer supported Microsoft Windows software. Monaco Enterprise Incorporated (MEI) would be required to install new hardware, computers, and software in compliance with the newest version of Microsoft Windows-11 compatible hardware, servers, computers, components, and software. After the installation, there will be a preventive maintenance inspection six months later to ensure the system maintains reliability in providing continuous uninterrupted fire alarm notification and receiving capabilities from facilities. MEI will provide a discrepancy report with recommended solutions, warranty information, and system diagrams. CLINS: CLIN 0001 � Monaco D-21 Windows 11 Technology Software and Hardware Upgrade � 6 Months CLIN 0002 � Monaco D-21 System Preventive Maintenance and Inspection � 6 Months All services will be provided by: Monaco Enterprises, Inc. (MEI) 14820 E Sprague AVE Spokane Valley, Washington 99216-2149, United States CAGE: 32609 Justification: This acquisition will be a sole source firm fixed-price contract because the MEI is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment and Services currently in use at Goodfellow AFB. These systems are primarily comprised of proprietary software developed by MEI and licensed vendors, which is then licensed directly to our end users. MEI retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment. System design has been performed by a MEI Applications Engineer to ensure seamless integration with the existing Monaco D-21 System at Goodfellow AFB. Please refer to Attachment 1 � Sole Source Justification for additional details. The Government is not aware of any other vendors that are authorized by Monaco Enterprises, Inc. to provide these services without compromising the required criteria cited in the sole source justification letter. The Government intends to acquire this requirement under the guidelines of FAR Parts 6 and 13. The Government intends to solicit and negotiate directly with Monaco Enterprises, Inc. in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, (a) Authority, (1) Citations: 10 U.S.C 3204(a)(1). This is not a solicitation for competitive quotes. However, if any interested party that can provide this product without compromising the required criteria, you may submit a statement of capabilities that may be considered by the 17th Contracting Squadron. A statement of capabilities must include the details of the parts listed above including manufacturer authorization, and a price list. These requirements shall be received by 1300 (CDT) on 25 July 2025. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required equipment while also be authorized by the manufacturer. The capability statement, a price list and any other information furnished must be provided via email and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.
