- **THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO 60 DECIBELS INC** This is a notice issued as required by FAR 5.203. DFC intends to award this sole source contract under the authority of FAR 13.106-1(b). 60 Decibels Inc is uniquely qualified to represent DFC as the only firm to meet the requirement due to the extensive expertise and experience required and the need for a lean data methodology. The U.S. International Development Finance Corporation (DFC) is financing solutions to the most critical challenges facing today's developing world. Working with businesses, DFC mobilizes private capital to invest in projects that create jobs and opportunities in emerging markets, including building critical infrastructure, expanding access to telecommunications, and providing small business financing for women entrepreneurs. Launched in 2019, DFC helps to advance America's foreign policy by partnering with projects that create economic stability, protect sovereignty, and ensure transparency. DFC investments adhere to high U.S. business standards and respect the environment, human rights, and worker rights. DFC is seeking commercial services for surveys to be conducted to DFC clients. The objective of this requirement is to better understand how DFC projects have changed the quality of life, among other outcomes, of users of DFC-financed products and services as it relates to each selected client�s specific business model, customer type, sector, and other contextual components in a majority of DFC markets. Surveys will aim to a facilitate a better understanding of development outcomes as it relates to each selected client�s specific business model, stakeholder type, and other contextual components. The vendor should expect to conduct up to nine (9) surveys per year or up to forty-five (45) surveys over the life of the contract. Surveys will serve at least one of two (2) distinct purposes: Monitoring: DI Monitoring will coordinate surveys with active clients up to one (1) year following impact maturity to provide actionable data for improving impact performance to clients as well as understanding existing impact progress. DI Monitoring will analyze data from the suite of monitoring surveys to improve understanding of DFC�s impact performance as it relates to higher-level results. A minimum of 36 surveys will be designated for monitoring over the duration of the contract, with adjustments possible based on sourcing and capacity. Evaluation: DI Evaluation will coordinate surveys with clients near their financial maturity date to assess how successful DFC�s support was in achieving anticipated development outcomes. Evaluative surveys must be completed within one (1) year of the expected financial maturity date. Up to 9 surveys may be conducted during the contract period, with resources allocated for evaluation. This number is subject to change based on sourcing and capacity. The Period of Performance shall be for a one (1) year base period and four (4) one (1) year option periods from date of award. The Government reserves the right to extend the term of this contract at the prices set forth in accordance with the terms and conditions contained in clause 52.217-9 entitled, �Option to Extend the Term of the Contact�. The government anticipates award of a Firm Fixed Price (FFP) contract. This notice of intent is not a request for proposals or quotes; however, all responsible and capable sources may submit statements of capabilities, which, if received within three (3) calendar days of publication of this notice, shall be considered by DFC. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. This notice does not restrict the Government in any way to an ultimate acquisition approach. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
