- In accordance with FAR 13.106-1(b), this Notice of Intent is to inform all parties the Department of Veterans Affairs, Network Contracting Office (NCO) 19 located at 6162 South Willow Drive Suite 300, Greenwood Village, CO 80111 intends to award a sole source procurement for the following requirement to the large business, Regents of the University of Colorado-The University of Colorado Denver, located at 13001 E. 17th Place F428: ITEM # DESCRIPTION OF SUPPLIES QTY UNIT OF ISSUE 0001 LIBRARY QUANTIFICATION 1,000 EA 0002 16S AMPLICON SEQUENCING 1,000 EA The Rocky Mountain MIRECC (RM MIRECC) has contracted 16S rRNA sequencing to ACME for the past 3 years. ACME is a service center within the University of Colorado. ACME is the sole source that can provide sequencing services that include 16S rRNA sequencing with the Illumina MiSeq sequencer. Maintaining the same sequencing center and equipment is required to compare the previous results from 6,000 samples to the samples sequencing results of this contract. Awarding to another sequencing center would increase costs to resequence past samples, costing the government additional funding and slowing down vital Veteran specific research endeavors. Furthermore, ACME is located on the same medical campus as RM MIRECC and is the only sequencing center with an Illumina MiSeq sequencer located close enough to RM MIRECC that samples would not need to be shipped overnight on dry ice. Shipping irreplaceable samples that need to be kept ultra-cold via overnight air on dry ice introduced unnecessary risk when the needed sequencing service is available on the same medical campus. Furthermore, shipping the samples overnight on dry ice would represent a serious research methodology deviation, as the past three years of samples analyzed by ACME Sequencing Center were not shipped overnight air on dry ice, again resulting loss of years of previous data and efforts. The associated North America Classification Systems (NAICS) Code is 541380 and the Business Size Standard is $19M employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to this requirement no later than 4:00 PM Mountain Standard Time, Friday, July 25th, 2025. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
