- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR QUOTES OR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES/PROPOSALS ARE NOT BEING REQUESTED. This notice is for the acquisition of commercial supplies and/or services for which the Government intends to negotiate with only one source. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of 41 U.S.C. 1901 Use of Non-Competitive Procedures and 13.106-1(b) Soliciting from a Single Source. The National Institutes of Health (NIH), National Library of Medicine (NLM), intends to enter a contract on a sole source basis with the Therapeutic Research Center 399 S Spring Ave Ste 108, Saint Louis, MO 63110 to satisfy the NLM's need to license herbal and dietary supplement information for MedlinePlus because it is not freely available in English and Spanish. The National Library of Medicine, a part of the NIH, has a mission to �assist with the advancement of medical and related sciences and to aid in the dissemination and exchange of scientific and other information important to the progress of medicine and to the public health. NLM collects, organizes, preserves, and disseminates the world's biomedical information for the good of the public. NLM provides resources to many different audiences, including several web-based resources that provide health information intended for a consumer audience. This audience includes patients, their families and friends, and anyone from the public seeking information about diseases, health conditions, and wellness topics. NLM's consumer health information website MedlinePlus (https://medlineplus.gov/) provides a wide variety of up-to-date, authoritative health information, including information on drugs, supplements, and medical tests, in both English and Spanish. MedlinePlus is situated in the Health Information Program (HIP), as part of the Discovery Branch at the User Services and Collection Division (USCD). HIP's mission is to collect and curate health information in English and Spanish from the National Institutes of Health and other credible sources and enable its timely and ubiquitous discovery and use. Its vision for the future is to enable timely discovery of reliable, equitable, and accessible multilingual health information to help patients, families, and caregivers make better healthcare decisions. The purpose of this consumer health information support and system maintenance task is to ensure that (1) NLM provides up-to- date, authoritative, and accurate health information in both English and Spanish to patients, their families, and the public on MedlinePlus, and (2) people can find, access, and use this health information through MedlinePlus site search, organic search results that appear on a web search engine, and responses to code-based requests from patient portals and electronic health record (EHR) systems via MedlinePlus Connect. NLM requires unique authoritative herbal and dietary supplement information for inclusion in the MedlinePlus Web sites (http://medlineplus.gov), which includes information in both English and Spanish. NLM will host the content on its own servers. Content will be displayed in MedlinePlus templates with attribution to the content provider. This notice incorporates provisions and clauses in effect through Federal Acquisition FAC 2025-04 effective June 11, 2025, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about July 28, 2025. The North American Industry Classification System Code (NAICS) applicable to this requirement is 519290 and the business size standard is 1,000 employees. Only one award will be made as a result of this solicitation. This will be a firm fixed-price order. Potentially interested Offerors may submit a capability statement not exceeding 5 pages in length which details their ability to satisfy this requirement. Quotes, capability statements, and related (non-proprietary) materials, or any questions must be submitted in writing by email to the Contract Specialist, Jerry Lee at jerry.lee2@nih.gov no later than 11:00 am Local Eastern Time on July 18, 2025. Collect calls will be accepted. NO facsimile transmissions will be accepted. Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government's discretion. Vendors must be registered in the System for Award Management (Sam.gov) at the time any offer is submitted. Any information received will normally be considered solely for the purpose of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information.
