- STATEMENT OF NEED Contracting Officer: Jacqueline O Bryan VA Name: George E. Wahlen VAMC VA Address: 500 S Foothill Dr., SLC, UT 84148 E-Mail Address: Jacqueline.Obryan@va.gov Vendor Name: ADInstruments Contract Title: NOVA Plus NC System (Basic) Background: Currently, the VA utilizes arm blood pressure cuffs that use sphygmomanometry or automated oscillometry. These devices require that the patient remains completely still during the measurements and provides a single blood pressure value that requires 30-45 seconds per assessment. The Finapres NOVA is a clinical grade, non-invasive, continuous blood pressure monitor for accurate measurement of blood pressure that is determined with every heartbeat. Using proprietary technology, this device also estimates physiologic parameters such as: cardiac output, stroke volume, cardiac contractility, left ventricular ejection time, and total peripheral resistance. Traditional blood pressure cuffs do not provide this information, which are otherwise only available using costly, invasive hemodynamic monitoring.� This equipment will be used to support Walter Wray s VA funded project E3343-R titled Efficacy of exercise training in patients with HFpEF . The proprietary finger cuff monitoring system will make it so that accurate measurements of blood pressure and the additional parameters outlined above can be determined during physical activity, ensuring patient safety. Scope: NANO CORE module (double finger cuff system) 3 finger cuffs (small, medium, large) Height Correction Unit (HCU) Upper arm module for brachial calibration with upper arm cuffs (small, medium, large) Analog Input- Output module (2 in 8 out) User Manual The vendor is to supply the needed system and upgrade as outlined and defined by the quote provided: Additional Information/Requirements: Features & Parameters Continuous non-invasive brachial and finger blood pressure No arm movement restrictions thanks to the HCU Beat-to-beat basic hemodynamic parameters 24/7 continuous patient-friendly monitoring System architecture based on Windows 10 Systolic, mean and diastolic pressure Blood pressure curves Heart rate and interbeat interval Unique Characteristics During clinical trials, the veteran will be monitored while riding a stationary bike. Traditional arm cuffs require the veteran to remain still during monitoring. However, the finger cuff can monitor cardiac variability at a continuous rate while the veteran is riding the stationary bike. This benefit allows for more accurate results. The Finepres NOVA Plus is the only finger cuff monitor that can estimate physiological parameters such as cardiac output, stroke volume, cardiac contractility, left ventricular ejection time, and total peripheral resistance. This system increases the cardiac variability in a non-invasive manner. Contract Type: Fixed price, one time buy. Period of Performance: From the date of award for six months.
