Description
The Bureau of Reclamation, Lower Colorado Basin, Hoover Dam, has a requirement to replace the brake ring of unit N1 with a newly manufactured brake ring assembly which consists of 10 separate brake plates and associated fasteners. Unit N1 is a 130 MW unit that rotates 180 rpm in a clockwise direction as viewed from above. It was first placed into service in 1936 and total weight of the unit is approximately 1.26 million pounds. A recent inspection of the rotor brake ring revealed excessive wear and metal fatigue which warrants replacement. Replacement of the brake ring assembly shall consist of: The manufacture of 10 new brake plates; Removal of the old brake plates; Attaching of new brake plates. The contractor shall supply all components required for attaching brake plates to rotor.; and Warrantied to maintain structural integrity for five years. Unit is engaged at 20% of rates speed which is currently 36 rpm. (Rated speed is 180 rpm). The place of performance will be inside the Hoover Dam Powerhouse at US Hwy 93, NV State Rte 271, Boulder City, NV 89006. This solicitation is issued as unrestricted/full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 237110, Water and Sewer Line and Related Structures Construction, which has a small business size standard of $45 million. This acquisition will be pursued in accordance with FAR Part 13 and 36. Award will be made using comparative evaluations of quotes in accordance with the criteria included in the Request for Quotes (RFQ). The Government anticipates awarding a firm-fixed-price purchase order with a tentative period of performance totaling 180 days after receipt of the notice to proceed. In accordance with FAR 36.204 the magnitude of this project is estimated between $100,000.00 and $250,000.00. A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation. It is anticipated that the solicitation, in the form of a RFQ, will be issued on or about July 31, 2025. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.SAM.gov. Offerors should register on SAM to be included on the offeror list in order to receive notifications pertaining to the solicitation or visit the SAM website after issuance to download the solicitation and any subsequent amendments. All parties are responsible for checking the SAM website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to the formal solicitation issuance.
