Description
The Department of Veteran Affairs, Veterans Health Administration (VHA), Network Contracting Office (NCO) 16, intends to negotiate and award a sole-source, firm fixed price, non-personal services contract to perform Application Development of 360 Degree Virtual Reality for Agitated Patients and Caregivers for the Central Arkansas Veterans HealthCare System (CAVHS), Little Rock, AR. This procurement is being conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. The Central Arkansas Veterans HealthCare System (CAVHS), Little Rock, AR. has a requirement for a contractor to develop a Agitation 360 program. Agitation 360 will be a virtual tour of a simple home situation with an agitated patient and a caregiver. Based on market research and previous acquisition history, it has been determined that the Emerging Analytics Center (EAC) at the University of Arkansas at Little Rock (UALR) is the only vendor capable of providing the services to military veterans. This notice of intent is not a request for competitive proposals, quotations, or expressions of interest. However, interested parties who disagree with this action may submit a letter of interest that demonstrates your firm s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered. The Government reserves the right to vet/verify any documentation submitted with the OEM to certify its authenticity. This notice will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The Product Service Code (PSC) is R410, Support- Professional: Program Evaluation/review/development. The North American Classification System Code (NAICS) is 541511 Custom Computer Programming Services. A determination not to compete this proposed acquisition based upon responses to this notice is at the sole discretion of the Government. Statement of Work GRECC-Agitation 360 Project Central Arkansas Veterans Healthcare System Little Rock / North Little Rock, AR 1.0 Background The Geriatric Research, Education, and Clinical Centers (GRECCs) are Veterans Affairs geriatric centers of excellence focused on aging. Established by Congress in 1975 in order to improve the health and health care of older Veterans, the centers are located at 20 medical locations across the country and each is connected with a major research university. The GRECCs have three main missions: To build new knowledge in geriatric care through research. To improve health care for older Veterans through the development of innovative clinical models of care; and To provide training and education on best practices in caring for older adults for students in healthcare disciplines and VA staff. To learn more about VA services, supports and resources offered by the GRECCs, visit https://www.va.gov/GRECC/ 1.1 Objective The Contractor shall assist in the development of the Agitation 360 program. Agitation 360 will be a virtual tour of a simple home situation with an agitated patient and a caregiver. The application will follow a storyboard similar to previous work by the Emerging Analytics Center (EAC) at the University of Arkansas at Little Rock (UA Little Rock), which allows participants in the role of the caregiver, to experience a walk through of a virtual space and to interact with the character of an agitated patient. The EAC is a research center that consists of an energetic group of faculty, researchers, and students performing innovative research in technology, infrastructure, and applications for virtual reality, visualization, and interactive technologies. A unique aspect of the EAC is its ability to perform highly multi-disciplinary research towards the design, development, and deployment of applied research products to be utilized outside the research community and integrated into industry workflows. The EAC has a focus on expertise as well as a focus on technology transfer. 1.1.1 Project Plan Development The Contractor team will work with the GRECC team to create a storyboard for developing a project plan for Agitation 360. The collaboration will lead to the development of a project plan, outlining the key steps, tasks, and dependencies involved in the development of Agitation 360 application. The storyboard will serve as a blueprint for the project, ensuring that all stakeholders have a clear understanding of the project's goals, timeline, and deliverables. 1.1.2 Application Development The Contractor will develop an Agitation 360 application following the project plan. By following the project plan, the Contractor team can effectively manage the development process, and deliver a high-quality Agitation 360 application that meets the needs of its users. 1.1.3 Application Hosting/Delivery The Contractor team will work with the GRECC team to determine the best procedure for web-based delivery of the Agitation 360 application. Agitation 360 will be deployed to a web server. The Contractor team will work with the GRECC team to consider factors such as hosting options, domain name registration, and server configuration if applicable. The application will be VA owned with no recurring fees or costs after development. 1.1.4 The Contractor shall participate in bi-weekly meetings 1.1.5 The Contractor shall provide the following deliverables per the following milestones Milestone 1: Project Plan Development: Within 3 months from date of contract award. Milestone 2: Application Development: Within 6-9 months of date of contract award. Milestone 3: Finished Deliverables: Within 9-12 months of date of contract award. 3.0 Period of Performance The period of performance (POP) will be one year and will begin following contract award, post-award conference, and the notice to proceed has been issued by the Contracting Officer. Tentative POP: 8/1/2025 7/31/2026. 4.0 Hours of Operation The Contractor shall provide services during the hours of 8:00 AM to 4:30 PM, Monday through Friday Central Standard Time (CST), except Federal holidays. Prior to any service performed outside of normal working hours, these services shall be approved by the COR, Contracting Officer, or authorized government representative. 5.0 Federal Holidays The Contractor is not required to perform services on the following Federal holidays: New Year s Day January 1st Birthday of Martin Luther King Jr. 3rd Monday in January Washington s Birthday 3rd Monday in February Memorial Day Last Monday in May Juneteenth National Independence Day June 19th Independence Day July 4th Labor Day 1st Monday in September Columbus Day 2nd Monday in October Veterans Day November 11th Thanksgiving Day 4th Thursday in November Christmas Day December 25th In addition to the days designated as holidays, the Government observes the following days: Any other day designated by Federal Statute. Any other day designated by Executive Order. Any other day designated by the President s Proclamation. 6.0 Information Systems Officer, Information Protection The Contractor shall not have access to VA Desktop computers, nor will they have access to online resources belonging to the government while conducting services. 7.0 Privacy Officer The Contractor shall not have access to protected Patient Health Information (PHI) in the VA electronic health record.
