- Description
- The Western Area Power Administration (WAPA), Headquarters, intends to acquire on a single source basis the purchase of the DTN, LLC WeatherSentry services and equipment subscription renewal. WAPA requires advanced meteorological monitoring and forecasting services to enhance real-time weather situational awareness and meet Federal Energy Regulatory Commission (FERC) Order 881 requirements. These services are crucial for maintaining the reliability and efficiency of WAPA's electricity transmission system. To achieve this, we require a partner to provide an all-encompassing meteorological service. This service will involve delivering daily forecasts each morning by 8:00 AM, continuously monitoring weather conditions to provide immediate updates on factors like temperature and cloud cover, and issuing monthly 30-day outlooks for precipitation, thunderstorms, and significant weather across our entire service territory. Furthermore, this partnership will ensure that all weather data seamlessly integrates with our existing systems, with forecast intervals flexible from 1 to 12 hours. We require seasonal forecasts to aid our long-term planning, along with specialized meteorological expertise that is specifically tailored to the unique demands of our power grid. The service must include 24/7 access to professional meteorologists, readily available by phone or online. We also need access to both historical and recent 72-hour archived data, real-time national lightning strike information, and a smartphone application for critical data access during emergencies. Finally, the service should offer customizable maps with unlimited GIS layer integration and personalized alert capabilities for various weather factors across different regions. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received no later than the due date and time stated on this notice and shall include documentation on the ability to satisfy the Government�s requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
