- Intent to Sole Source The Department of Veterans Affairs, Aleda E. Lutz VA Medical Center, Facilities Management (138), in accordance with FAR 6.302.1 Only one (1) Responsible Source and No Other Supplies or Services will satisfy Agency Requirements and Intends to Negotiate on a Sole Source Basis with the following vendor: Philips Healthcare 22100 Bothell Everett Highway Bothell, WA 98021 All services provided under this contract must be performed in conformance with the National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), ISO 9001:2008 Quality Control Certified, and Original Equipment Manufacturer standards and specifications. Philips Healthcare is the Original Equipment Manufacturer (OEM) of this equipment and operational software and has certified, factory trained Certified Technicians to ensure the equipment, hardware, and software are running at full capacity. Philips Healthcare can provide the necessary equipment that is required to repair the equipment with the least amount of downtime. In addition, Philips Healthcare is responsible for ensuring that the updates and upgrades to its system are current and running at optimal performance. Philips Healthcare currently does not have certified third-party distributors to work or provide any Preventative Maintenance or Services to any of its proprietary equipment, which would null and void all manufacturers warranties that are covered on the equipment and software that the facility has purchased. Philips Healthcare is the only organization that can provide the supplies and services without experiencing a substantial duplication of costs that would be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. NAICS Code 811210 applies to this Procurement. This Notice of Intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must clearly indicate and show proof that they are a Certified Technician by the Original Equipment Manufacturer. Responses must also show proof that they can perform Preventative Maintenance and Services on the UroNav 4 Fusion Biopsy System while following all local, state, and federal regulations at a fair and reasonable price. Responses must also clearly indicate they can provide these services and possess the proper certification.
