- NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 2, hereby provides notice of its intent to award a sole source, firm-fixed-price contract to Veterans Healthcare Supply Solutions, 2615 Port Industrial Dr. Suite 405, Jacksonville, FL 32226. The contract will be for Veterans Health Supply Solutions for the acquisition of the Procept BioRobotics AquaBeam Robotic System for the Syracuse VA Medical Center in Syracuse, New York. This system, used to perform Aquablation therapy, will include essential components such as VP0052 sterilization trays (4 ea), SC2000 AquaBeam scopes (4 ea), VP0067 short tray holders (2 ea), VP0070 long tray holder (1 ea), and an APOGEE 2300 ultrasound set with ECBP-1 probes (2 ea). Determination of this single source procurement is in accordance with FAR 6.302-5 Only One Responsible Source and in conjunction with VAAR 819.7008. No Other Supplies or Services Will Satisfy Agency Requirements per 41 U.S.C. § 1901 and as implemented by FAR 13.106-1(b)(2) and 13.501(a). It is the Government s belief that the proposed candidate is the only vendor capable of providing the required items, as they are the only authorized SDVOSB vendor to sell the Procept Bio-Robotic s products needed for this requirement. The manufacturer has only one authorized distributor of their products. To enhance the treatment of benign prostatic hyperplasia (BPH) at their facility, the Urology Services at the Syracuse VA Medical Center is requesting AquaBeam Robotic System for Aquablation therapy. This minimally invasive, robotically assisted treatment utilizes a heat-free waterjet to precisely remove excess prostate tissue, offering lower re-operation rates and potentially fewer side effects compared to other available surgical treatments for BPH, such as lower urinary tract symptoms (LUTS). Aquablation therapy is the only BPH treatment that uses a heat-free waterjet for tissue removal. By acquiring this equipment, the Syracuse VA Medical Center can expand its treatment capabilities and reduce the need to send patients to other institutions for care. The North American Industry Classification System (NAICS) code for this procurement is 334510 and the size standard is 1,250 employees. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. Interested vendors that can meet this requirement should identify their interest and capability, and respond to this notice by July 31, 2025, at 4:00PM Eastern Standard Time (EST). Interested vendors must send a capability statement, no more than one page in length; to include Company Name, UEI Number, Socioeconomic Category, and a brief description of your business entity s capability to provide these items, including a Letter of Supply from the Original Equipment Manufacturer (OEM). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for the award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE AQUABEAM ROBOTIC SYSTEM in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer Myra Florisa N. Green at Myra.Green2@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
