- The Department of Veterans Affairs Michael E. DeBakey VA Medical Center (MEDVAMC) Network Contracting Office (NCO) 16 intends to issue and award a Sole Source single award Firm-Fixed Price type contract to Scanlan Surgical Instruments, for the repair or replacement of the Scanlan surgical major instrument set at the MEDVAMC, located at 2002 Holcombe Boulevard, Houston, TX 77030. It has been determined that through initial Market Research, only 1 (one) responsible source can provide the required Brand Name equipment as identified below, in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements . Authorization to Perform: Prospective non-OEM contractors MUST provide an authorization letter from Scanlan Surgical Instruments identifying they are authorized to provide the required Original Equipment Manufacturer (OEM) parts/equipment. Must state that they can repair OEM equipment and are authorized distributor of OEM equipment. The intent of this notice is for informational purposes only. DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID:36C256-25-AP-3766 Contracting Activity: Department of Veterans Affairs, VISN 16, NCO 16, Michael E. DeBakey VA Medical Center, Operative Care Line. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Michael E. DeBakey VA Medical Center (MEDVAMC) is currently requesting Repair/refurbishment or replacement instruments for VA owned sets. These instruments are required by VHA Directive 1220, FACILITY PROCEDURE COMPLEXITY DESIGNATION REQUIREMENTS TO PERFORM INVASIVE PROCEDURES IN ANY CLINICAL SETTING, MAY 13, 2019.� Paragraph (6) (e) 2. (Inpatient Intermediate Invasive Procedure Complexity, Operating Room, Instrument Sets) states that there must be a duplication of all VA major instrument sets and no less than one vascular set available for emergency use.� The Appleton Scanlan Cardiothoracic Surgery instruments sets are vital for the physicians to perform surgeries. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Scanlan is the sole manufacturer of these surgical instruments. Scanlan is the distributor and is the only one that can repair or refurbish these kits. Authorized distributors would also have to have the ability to repair or refurbish kits in the process not just provide replacements during the kit inspections and refurbishment. Description of market research conducted and results or statement why it was not conducted: This justification will be posted with an NOI of a sole source on SAM for all vendors. Previous contracts awarded for this equipment was investigated to see if those vendors could also provide repair and refurbishment. The OR Team yielded that there is only a single vendor capable of providing the instruments. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
