- *Notice: This is a Request for Information announcement. No proposals are being requested or accepted with this request. Purpose The purpose of this Request for Information (RFI) is to conduct market research regarding Direct Curriculum Certification for Hill Air Force Base (HAFB) and to determine if capable, compatible sources exist for the needs of HAFB's training program. The government will use this information to determine the best acquisition strategy for this procurement. The 75 ABW operates an in-house CPR/AED/FA training program with certified United States Air Force (USAF) instructors. We function as an authorized training site for a national certifying body (currently the American Red Cross). Our requirement is not for training services, but for direct access to a national certifying body for curriculum licensing, administrative oversight of our training site, and the direct issuance of nationally recognized certifications for approximately 5,500 personnel annually. We perform approximately 90% of the entire certification process in-house (scheduling, coordination, instruction). We require a streamlined process for submitting training records and receiving official certifications directly from either the American Red Cross or the American Heart Associatation in accordance with DAFMAN 91-203 1.9 and DAFMAN 32-1065 15.12. We are conducting market research to determine vendor capability to integrate with the existing training model that is operating on Hill Air Force Base (HAFB). Interested parties associated with the American Red Cross and American Heart Association are requested to respond in following format: Microsoft Word for Office 2010 (or newer) compatible 1-inch margins 12 point font Respondents should submit answers to all questions pertained in Sections I, II, III, and IV. I. Certifying Body Relationship & Instructor/Curriculum Integration: What national certifying body(ies) are you affiliated with (American Red Cross or American Heart Association)? Are you an independent certifying body, or are you an authorized training provider/reseller/affiliate of a larger national certifying body? If you are an authorized provider/reseller, how do you facilitate the direct licensing of curriculum to the 75 ABW? Follow-up: Will the 75 ABW gain direct access to the certifying body's online learning portal and administrative systems (e.g., for submitting training records, accessing instructor resources, managing certifications)? Or will all interactions be routed through your company? Regarding our 11 certified USAF instructors, who are currently certified by American Red Cross: Would our instructors need to be re-certified/re-trained to your affiliated certifying body's standards? If so, what is the process, estimated cost per instructor, and typical timeline for this re-certification? Would our instructors maintain their direct certification and affiliation with the parent certifying body (e.g., ARC) or would their certification status be solely tied to your company as an intermediary? Would your solution allow our USAF instructors to operate as an authorized training site directly under the national certifying body, or would our training site effectively be operating under your company's umbrella? II. Certification Issuance Process & Administrative Burden: Describe the exact process for the 75 ABW to submit completed training records and receive official certifications for 5,500 personnel annually. What data points are required for each certification? How is this data submitted (e.g., online portal, spreadsheet, proprietary software)? Is there a direct interface with the national certifying body's system, or do you act as an intermediary for data submission? What is the typical turnaround time from our submission of completed training records to the issuance of official certifications? (e.g., 24 hours, 3-5 business days, etc.) Who issues the official certification cards/credentials? Is it the national certifying body directly, or your company? If your company, what is the appearance of the card (does it clearly state the national certifying body)? How would your solution integrate with our existing administrative processes for managing training schedules, records, and personnel data? (e.g., API integration, manual data entry, etc.) What administrative overhead would be introduced for the 75 ABW by routing certification requests through your company instead of directly to the certifying body? (e.g., additional points of contact, new invoicing procedures, new data entry steps, reconciliation processes). Please detail any new steps. III. Cost and Value Proposition: Is your company willing and able to support a 5-year Blanket Purchase agreement with pre-established firm fixed pricing for course certification? Are there per-certification fees? Are there annual site licensing fees? Are there instructor affiliation fees? Are there any fees or charges for administrative support, travel, portal access, or data management? Beyond the direct cost of certification, what tangible value would your company add to the 75 ABW's existing in-house training program, given that we perform 90% of the training and administration ourselves? Are there any cost savings associated with using your services compared to a direct relationship with a national certifying body, considering the full scope of our in-house operation? Please specify. IV. Operational Impact & Risk: How would your solution impact the operational efficiency and continuity of our high-volume, in-house training program? What are the potential risks or disruptions associated with transitioning our current direct relationship with a national certifying body to an intermediary model through your company? How do you ensure data security and privacy for the personal training records of our personnel? This is not a solicitation for proposals and no contract shall be awarded from this Sources Sought. All personnel reviewing the RFI information have been briefed regarding Non-disclosure and Organizational Conflict of Interest (OCI) issues. This information is for market research purposes and should not include contractor methodologies, technical approaches, or any other information that may be considered trade secret or information that is only used at the time of final contract proposal. RFI information will not be posted, but possible future RFIs may be issued if there are more questions that stem from the RFIs.
