Description
The purpose of Amendment 0003 is to revise the following: a. Add Federal Acquisition Regulation (FAR) Clause 52.246-18 Warranty of supplies of a complex nature, which was inadvertently left out of the solicitation.b. Update 52.212-1 section 1.14.4. Proposal Due Date. Change from 25 JUL 2025 to 8 AUG 2025.c. Update 52.212-2 Evaluation - Commercial items. Section 3.2.2 is updated to change the dollar magnitude of projects from between $8,000,000 and $15,000,000 to $5,000,000 and $15,000,000.Changes are seen as strike through of removed language and red text for additions. Changes made to previous amendments are now incorporated. Therefore, red text changed to black and strike through text removed.2. The Proposal submission date has been extended from 25 July 2025 to 8 August 2025 by 16:00 Eastern Standard Time (EST).3. An Additional Amendment is forthcoming.4. All other terms and conditions remain unchanged.The U.S. Army Corps of Engineers (USACE), Middle East District has a requirement to solicit and award and Indefinite Delivery, Indefinite Quantity (IDIQ), Single Award Delivery Contract (SADOC) with a capacity of $49M for the supply of Prefabricated Concrete Elements (PCE) in support of the Israel Defense Forces (IDF). This requirement is designed to establish and administer a supply contract to procure, inspect, and deliver an assortment of PCE. The Structures are critical to the protective posture of the IDF and are needed at various IDF bases in Israel as soon as possible. The following types of PCE structures are anticipated: security rooms, shelters, modular protected structures, military protected spaces, corridor elements, staircase elements, t-walls, and foundations. The duration of this contract is a five (5) year order period, represented with a one-year base, and four (4) one-year optional ordering periods. This solicitation will be awarded on a basis of Full and Open to United States (U.S.) firms. Competition is limited to U.S. firms due to the Foreign Military Financing (FMF) funding. This solicitation will follow Federal Acquisition Regulations (FAR) Part 15 Contracting by Negotiation, Lowest Price Technically Acceptable (LPTA) Source Selection Procedures. All proposal material is required to be submitted electronically in accordance with the following provisions listed in this paragraph (i.e., no hard copies will be accepted). All proposals in response to this solicitation shall be submitted electronically in the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. Proposals submitted by email, mail, or hand carried may not be evaluated. Proposals submitted via email are highly discouraged due to the opportunity for an email address to be misspelled and the proposal to be undelivered, email size restrictions, or proposal email delivered after the due date time has passed.
