- 36C24125Q0576 - Water Tank Cleaning Inspection - Leeds MA Q&A For cleaning, is the tank being emptied? If so, who is emptying it? Who is refilling and performing any chlorination/disinfecting? VA shall empty to the level the drain permits, silt, sediment or residual water shall be contractor responsibility to remove. Refilling shall be via municipal supply. Vendor shall be responsible for ensuring tank is cleaned and sanitized PRIOR to filling. VA does not treat or hold water operator licensing to do so. Instead of emptying the tank would the use of divers to remove the sediment and perform an internal inspection be acceptable? Contractor is responsible for means and methods to remove ALL. Please note divers in a confined space may have significant OSHA risk and planning including rescue plans and standby teams etc. Planning is contractor responsibility, the VA is responsible for confirming the plan. Does the removed sediment need to be disposed of off-site? This would be non-hazardous and typically we are able to dispose to a wooded area on-site. Physically there are permissible locations on VA property (approx. 100 acres). Legalities with regard to Mass DEP or other regulatory bodies cited within the PWS are contractor responsibilities. For the 12 monthly inspections I am assuming they shall meet the ground level exterior inspections as defined in MA DEP CH8. Section 8.1.22 (2)? Monthly inspections are not within the scope. These are performed internally. Contract is for cleaning and the (3-5 year) INTERNAL and more extensive inspections required by MA DEP. Is an inspection report required and are there past inspection reports or drawings/photos available? The most recent (3-5 year report from 2021) is attached to the solicitation which includes photos and existing conditions of the time. A similar report compliant with MA regulations is required upon completion of work and PRIOR to invoicing. How long to perform the first round 2025-2026 inspection and cleaning? This is acceptable to the station. Note all questions and clarifications can only be answered by contracting officer submitted in writing for all bidders to received consistent clarifications. Award shall be no later than September of 2025 and the cleaning and inspection is expected before November 11, 2025. Is a site visit possible - publicly accessible? Site Visit must be coordinated with program office and a sign in/out sheet must be completed. Details are included within the revised Solicitation attached. Can the bid due date be extended one week to give a little more time for review and visit? Solicitation will be resolicited for one week. wage determination rules (aka prevailing wage). Wage Determination for Leeds MA is now added to the Solicitation We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. New. To the best of our knowledge only the one provided 2021 inspection and minor repair has been completed since the 2011 installation.
