- REQUEST FOR QUOTE (RFQ) Woodlawn Golf Course Pro Shop Refresh The Department of the Air Force, USAFE, 700th Contracting Squadron/PKB has a requirement for a non-personal service as described in the Statement of Objective (SOO). Please provide a quote for the services listed below by 1400 Central European Time (CET) on 29 July 2025. Questions shall be submitted via email to samuel.root@us.af.mil and lena.kronen.de@us.af.mil by 1400 CET by 21 July 2025. The Government has no obligation to answer any questions received after the due date and time. NOTE: This is a non-appropriated fund (NAF) purchase and it does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars and Japanese sales consumption tax (Shohi-zei) shall not be included in quotes prepared by local vendors. Please provide a Firm-Fixed Price (FFP) quote, as well as three (3) references for the same or similar services performed, along with a capability statement. Failure to quote on all CLINs will render the quote unacceptable and ineligible for award consideration in the absence of discussions. Award will be made on the basis of lowest total evaluated price with acceptable technical evaluation. The Government�s award process will be to first evaluate all quotes for price, ranking the offerors from lowest to highest total evaluated price. The lowest priced offeror will then be evaluated on their technical capability (past experience). Contract award will be made to the offeror whose quote represents the best value to the Nonappropriated Funds Instrumentalities (NAFI). Responses and questions shall be directed in writing, using the English language, to the contacts listed above. In order to be considered for award, the offerors� quote must be compliant with the requirements of this RFQ and the SOW. This requirement is being solicited as a Request for Quote (RFQ); submission of a quote does not guarantee receipt of an award. Prices must be without added value tax (Mehrwertsteuer). Offerors shall provide a FFP quote with Freight on Board Destination pricing; the quote must address any discount payment terms that will be offered. All correspondence shall be in English language. Offers other than in English language MAY NOT be considered for award. The offeror shall submit a copy of business registration. EVALUATION CRITERIA Basis for Contract Award: Award will be made to the lowest, technically acceptable offeror. To be considered technically acceptable and for award, the offeror must conform to all solicitation requirements specified and the SOW. Price Evaluation: The Government will evaluate offers, for award purposes, by the total price for the basic requirement. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced. Technical Evaluation (Past Experience): The Offeror will submit 3 references for the same or similar work, and a capabilities document explaining how the requirements and deliverables of the SOW will be met. The capabilities document must conform to all requirements and deliverables specified in the SOW. This will be a firm-fixed price contract with one (1) Contract Line Item Numbers (CLIN). Only USD currency offers will be accepted. Please provide pricing for each CLIN as well as the total net amount: See attached RFQ Please complete all applicable information found below: Quote #: UEI #: CAGE Code: Taxpayer ID #: Discount Terms: E-Mail Address: SITE VISIT INFORMATION A site visit will be held at the Woodlawn Golf Course (Buildings 551 & 560), Ramstein Air Base on 16 July 2025 at 0900hrs. The meeting point will be at the parking lot next to the roundabout, see attached map. Attendance is required to ensure vendors understand the entirety of the requirement prior to submitting a quote. All questions from the site visit will be addressed and provided to all potential vendors via e-mail. The maximum participation number for each interested company is limited to two individuals due to sign-in capabilities. A list of all interested individuals has to be submitted to 700 CONS (POCs indicated above) by 9 July at 1400hrs. Every individual attending the site visit has to bring a valid form of ID (either Personalausweis or Reisepass/Passport).
