- The Government intends to negotiate an Indefinite Quantity/Indefinite Delivery type contract to acquire supplies and third party logistics (3PL) support services required by the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk for the Norfolk Super SERVMART. The objective of this effort will provide all U.S. Naval activities (defined as all U.S. Naval ashore and afloat units in the Virginia Hampton Roads area) with a commercial retail store operator and logistics service integrator providing a full range of quality items, at discount prices, with either customer pickup or delivery. The resultant contract will contain one (1) 5-year base ordering period for performance from 01 May 2026 through 30 April 2031 plus FAR clause 52.217-8, Option to Extend Services, to continue performance through 31 October 2031. The requirement will be solicited as Full and Open Competition on SAM.gov in accordance with FAR Part 12-Acquisition of Commercial Products and Commercial Services, FAR Part 15-Contracting by Negotiation, and FAR Subpart 16.5-Indefinite-Delivery Contracts. The United States Government will provide the building, maintenance services and other services and equipment as detailed in the Performance Work Statement (PWS). The applicable NAICS code for the subject requirement is 322230, Stationery Product Manufacturing, Size Standard is 750 employees and PSC code is 7510, Office Supplies A complete Request for Proposal (RFP) package is anticipated to be available on or after 12 August 2025. Once available, the RFP package can be downloaded from SAM.gov at website http://www.sam.gov. This office will no longer issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
