NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. FWS UPR SOURIS NWR intends to award a sole source purchase order to OTT HYDROMET to furnish: Water Control Structure Radar Units Water Stage Sensor Specifications Manufacturer: OTT Hydromet Model Number: Radar Level Sensor (RLS), RLS500-S-I-M Quantity: 6 Capabilities/Salient Characteristics: Measure Water Level via non-contact methods Measurement range: 0 to 99 ft Units: m, cm, ft Communication Interface: SDI-12 Resolution (SDI-12 interface): 0.1 cm; 0.01 ft; Accuracy (SDI-12): 0.4 2 m; 1.3 6.6 ft: �10 mm � �0.03 ft 30 m; 6.6 98.5 ft: �3 mm � �0.01 ft: 30 35 m; 98.5 115 ft:�10 mm � �0.03 ft Measuring time: Must have variable collections durations: e.g. 2 20 seconds Temperature-compensated operating range: 40 �C to 45 �C Supply voltage 5.4 28 V DC, typical 12/24 V DC Current consumption Measurement operation < 180 mW (< 15 mA at 12 V) Beam angle of antenna 12 � (�6 �) Transmission frequency 25.3 GHz Transmission power < 5 mW Must have a flat faced antenna design that eliminates nesting areas for insects and periodic maintenance requirement Must include necessary mounting brackets Water Resistance: IP 67 rated FCC Compliant with FCC ID. Data Logger Specifications Manufacturer: Sutron Model Number: SatLink 3 Lite logger Transmitter (SL3-Lite) Quantity: 6 Capabilities/Salient Characteristics: Satellite-Based Dataloggers (DCP) are specialized field computing devices that allow for sensors and telemetry devices to be connected to them, allowing for remote data collection and retrieval by the user. DCP�s can create data collection intervals, collect raw data from the sensors, and perform calculations to the raw data, store the data, and transmit the data via GOES, EUMETSAT (optional), based on the user set specifications. Information can be transmitted over these satellite systems in many formats SHEF, SHEFIX, ASCII, Binary, and Pseudo Binary. Transmitter must include built-In logger. Must be able to remotely measure, log, calculate, and transmit data. Logging transmitter must support GOES V2.0 channels. Must be able to continue GOES transmissions for 30 days if GPS is lost. Logging Transmitter must have satellite certification: GOES High Data Rate 300/1200 bps; GOES CGMS International 100. Must support GOES, EUMETSAT (optional) satellite systems. Must support Alarms based on threshold and/or rate of change. Must support Alarm transmissions on random channels. Units must come with 3 year warranty. Must operate between -40 �F to +70 �F (-40 �C to +158 �C) Unit must be manufactured and repaired in the United States Must be able to support 32 independent measurements Logging transmitter must be manufactured to exacting ISO 9001 QUALITY STANDARDS. Must have built-in WiFi for communication Must allow simple connections using smart phone/tablet/PC or connect directly with PC USB port Must have expanded SDI capacity with 2 independent SDI-12 inputs with 3 or more addressable sensors. Must be SDI-12 v1.3 fully compliant logger. Must have a GUI Interface for intuitive programming (Android, iPhone, PC, MAC �etc.) Must have a USB Micro AB port, and SD Memory (internal) Must have built-in lightning protection on all sensor circuitry Must have battery backup for real time clock for logging at power-up before GPS resynchronization. Must have a log capacity of 1,000,000 readings (32MB), flash memory. Must have equation processing and multiple level averaging capabilities Logging transmitter must have mathematical equation editor and front panel programming. Must allow for vertical and horizontal mounting. Must have a robust and rigid casing. Geo-Satellite Antenna With GPS Specifications Manufacturer: Sutron Model Number: Geostationary Antenna with GPS, GEO-ANT-GPS-K3 Quantity: 6 Capabilities/Salient Characteristics: Antenna must meet the following specifications: Transmits from a Data Collection Platform (DCP) to NOAA Geostationary Satellite: GOES Built-in Active GPS antenna allows uninterrupted GPS signal reception, for precise time synchronization CE, FCC/ISED Certified and RoHS Compliant Polarization - Right Hand Circular Gain - 5.2 dBi Nominal Frequency - 401 - 403 MHz (RF Antenna) 3dB Beamwidth - 110� Nominal VSWR - 1.5 max. (RF Antenna), 2.0 Max (GPS Antenna) Impedance - 50 Ohms (RF and GPS port) Axial Ratio - 1.2 dB typ. Connector - Type-N Female (RF Antenna), SMA Female (GPS Antenna) Temperature Range - -40�C to +85�C IP Rating - IP67 The North American Industry Classification System Code (NAICS) for this requirement is 513210 with the size standard of $41.5 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 7A20. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capability to respond to this requirement within three (3) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
