Description
JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN FULL AND OPEN COMPETITION PURSUANT TO FAR SUBPART 6.3 The Bureau of International Narcotics and Law Enforcement Affairs (INL), U.S. Department of State, at the U.S. Embassy in Quito, Ecuador, intends to award a Firm-Fixed-Price contract on a sole source basis to AVP SISTEMAS S.A. for the renewal of proprietary forensic software licenses and services. This procurement includes two (2) InsEYEts Online Pro UFED PA licenses with unlimited extractions, one (1) InsEYEts Online license with 150 limited unlocks, one (1) Oxygen Forensic� Detective license, training for eight (8) personnel, and 24/7 specialized technical support for 12 months. The acquisition is conducted under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, as only one responsible source is capable of providing the required supplies and services. Cellebrite Ltda., the original manufacturer, has certified AVP SISTEMAS S.A. as the sole authorized distributor of its products and services in Ecuador. Market research confirmed that no other vendors in Ecuador are authorized to provide these licenses or related services. The Contracting Officer has determined that the anticipated cost is fair and reasonable based on previous procurements and pricing analysis. This sole source award is necessary to ensure the continuity, compatibility, and operational effectiveness of existing forensic tools supporting INL�s mission to strengthen law enforcement capabilities in Ecuador.
