- Combined Synopsis/Solicitation Tripler Army Medical Center - Roman Catholic Clergy Services Solicitation Number: W912CN-25-Q-A024 Amendment 2 -Extension to Deadlines This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. W912CN-25-Q-A024 is issued as an invitation to Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. See FAR 52.212-1 and 52.212-2 Addendums of this solicitation for detailed information regarding submission of quotes. This acquisition is a 100 percent small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 813110 � �Religious Organizations�. The size standard is $13.0 (millions of dollars). It is the contractor�s responsibility to be familiar with the applicable clauses and provisions. PROCUREMENT APPROACH: The Government intends to award a single firm-fixed price contract as a result of the solicitation. DESCRIPTION OF REQUIREMENT: The Department of Ministry and Pastoral Care at Tripler Army Medical Center, Honolulu, Hawaii, has a requirement for a Roman Catholic Priest to provide Catholic ministry and pastoral care, which includes daily patient pastoral care, Mass (Weekday, Weekend, Holy Day of Obligation as applicable), and on-call emergency services. All job duties, personal qualifications, and endorsements must be performed in accordance with the attached performance work statement (PWS). All interested Priests must submit an application package for review to the Archbishop at the Archdiocese for the Military Services (AMS). In accordance with the Office of the Under Secretary for Personnel and Readiness, the AMS is the sole official Department of Defense ecclesiastical authority for endorsement of Roman Catholic Priests seeking to contract directly with the Armed Forces. Application items include at minimum: degrees and transcripts, endorsements, and experiences. Interested Priests may visit the AMS website https://www.milarch.org/ and click �Forms� for the �Application for Endorsement / Faculties�. Please note all applicants must have a myAMS account to access the AMS portal. Statement of ecclesiastical endorsement is given on the DD Form 2088, a requirement item to be included with any RFQ response. The period of performance shall be for one base year of 12 months, and four 12-month option years. The period of performance reads as follows: Base Year: 01 September 2025 to 30 September 2026 Option Year One: 01 September 2026 to 30 September 2027 Option Year Two: 01 September 2027 to 30 September 2028 Option Year Three: 01 September 2028 to 30 September 2029 Option Year Four: 01 September 2029 to 30 September 2030 Extension -8: 01 September 2030 to 30 September 2031 *The period of performance is subject to change depending on actual date of award. Location of Performance: Services shall be provided at Tripler Army Medical Center at 1 Jarrett White Road, TAMC, HI 96859. Contractor services are not limited strictly to patient and staff visitation areas, office areas, or the chapel, but ministrations may be performed in all areas of the hospital. Offeror must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov. Please see attached CLIN Structure for reference in submitting quotes. Ensure pricing data is provided for all line items for base year, and follow-on option periods. Please see the attached Clauses and Provisions Document, which includes all clauses and provisions incorporated by full text that apply to this solicitation. Question Submission Deadline: Offerors are requested to review this solicitation in its entirely, including attachments, and urged to submit any questions regarding this document to the Contracting Officer and Contract Specialist in writing via email (renee.m.fletcher.civ@army.mil and lurline.c.holly.civ@army.mil) by 13 August 2025, 11:00 AM, Hawaii Standard Time in order to allow for the preparation of answers to be provided to all prospective offerors. Any questions received thereafter may not be processed. Submittal Requirements: All quotations submitted shall confirm offered qualifications and services are in accordance with the PWS. All quotations shall include the following: Pricing data as reflected per the CLIN structure provided in this solicitation. A resume or statement identifying as a Catholic Priest addressing their qualifications in accordance with the PWS paragraphs 1.6.8 �Special Qualifications� (a), (b), (c), (d), and (e). Approved DD Form 2088, Certificate of Ecclesiastical Endorsement, completed by the AMS in accordance with PWS paragraph 1.6.8 �Special Qualifications�. Quote expiration date. Quotes in response to this solicitation will be valid for 90 days from the solicitation closing date, or as amended. Submittal Deadline: The Offeror shall provide quotes via email to: renee.m.fletcher.civ@army.mil and lurline.c.holly.civ@army.mil with the supporting documents as specified under paragraph (b) of this section no later than 18 August 2025 (8:00 A.M.), Hawaii Standard Time. AMENDMENT 1: Questions & Answers Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. This is a recompete under contract W912CN-20-P-0051. AMENDMENT 2: Extension to the Q&As and Solicitation Deadline.
