Description
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis through a GSA Federal Supply Schedule (FSS) order for the procurement of seven (7) Climate Pro D18e portable air conditioning units and required parts. Immediate acquisition is imperative due to the failure of the command�s central HVAC system. It is anticipated that a Firm Fixed Price (FFP) purchase order will be awarded utilizing the procedures outlined in FAR Parts 12 and 8.4. The applicable NAICS code for this procurement is 333415 with a corresponding size standard of 1,250 employees. This requirement will be acquired as a sole source procurement via the sole source vendor GSA FSS contract, pursuant to the Simplified Acquisition Threshold and in accordance with FAR 8.405-6. A Limited Sources Justification and Approval (J and A) for this FSS order has been signed and approved in accordance with FAR 6.302-1, citing sole source authority. The selected vendor is uniquely qualified to fulfill the agency requirements due to an urgent and compelling need, and following standard ordering procedures would result in unacceptable delays adversely affecting mission readiness. This acquisition is conducted under the authority of 41 U.S.C. 1901, utilizing Simplified Acquisition Procedures for Certain Commercial Products and Commercial Services as implemented by FAR 13.501(a). The procurement will be performed under the Simplified Acquisition Threshold and in accordance with the ordering procedures prescribed at FAR 8.405-6 and FAR Part 13. A determination by the Government not to compete this proposed procurement action based on responses received is solely within the Governments discretion. Proposals are not being accepted in response to this notice. Interested parties may identify their interest and capability to respond to future similar requirements. However, this notice is not intended as a request for competitive quotations from any source. Information received as a result of this notice will generally be considered solely to determine whether to conduct a competitive procurement. The Government will not pay for any information submitted in response to this notice.
