- Amendment II To IFB 70FBR425B00000009 � BRCC Repairs Purpose: This amendment is issued to incorporate new information and attachments as an addendum to the Statement of Work (SOW). The addendum includes detailed drone photos and updated information regarding the parking lot stake holes, and it is hereby incorporated into the Invitation for Bid (IFB). Additionally, this amendment revises the solicitation to expand eligibility from a Local Area Set-Aside for Offerors in the disaster area to the entire state of North Carolina (NC) due to a lack of participation in the Local Area Set-Aside. Furthermore, this amendment provides clarity on how Offerors will be evaluated to ensure transparency in the bidding process. Amendment Details: 1. Addendum to the SOW: All new information and attachments are issued as an addendum to the SOW and are incorporated into the IFB. This addendum includes: Detailed drone photos documenting the parking lot and the identified stake holes: Photo 1: Entire Parking Lot Overview Photo 2: Quadrant 1 � Stake Holes Photo 3: Quadrant 2 � Stake Holes Photo 4: Quadrant 3 � Stake Holes Photo 5: Quadrant 4 � Stake Holes A total of 402 stake holes have been identified by Blue Ridge Community College (BRCC) and the Federal Emergency Management Agency (FEMA). These holes are 1 1/4 inches in diameter and range from 10 to 12 inches in depth. 2. Scope of Work Update: The repairs will focus specifically on the areas impacted by the stake holes, as identified in the drone photos, rather than the entire parking lot. Vendors must provide a method that ensures the identified stake holes are repaired in compliance with the SOW, ensuring the integrity and durability of the parking lot. 3. Bid Restriction Revised to Statewide Set-Aside: The solicitation is hereby revised to expand eligibility from a Local Area Set-Aside for Offerors in the disaster area to the entire state of North Carolina (NC). This change is made due to a lack of participation in the Local Area Set-Aside. While the IFB remains open to all qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), verification of business operations within the state of NC will be conducted at the time of bid opening to determine if the Offeror meets this requirement. 4. Verification and Government Rights: Only the Offeror�s place of business will be verified at the time of bid opening. The Government will not conduct negotiations. The only exchanges allowed will be for the purpose of clarifying minor informalities or irregularities in bids, consistent with FAR 14.405. 5. Evaluation of Offers: Offers will be evaluated based on the following criteria: Lowest Price: Award will be made to the responsible bidder submitting the lowest total price for the required work. Responsiveness: A responsive bid is one that fully complies with the Statement of Work (SOW) and all solicitation requirements. Bids taking exception to any material requirement of the solicitation will be deemed non-responsive. The evaluation criteria are structured to ensure fairness and transparency while selecting the Offeror submitting the lowest-priced responsive bid. 6. Incorporation of FAR Clause 52.252-1: FAR 52.252-1, Solicitation Provisions Incorporated by Reference, is hereby incorporated into this solicitation. This clause allows for the inclusion of provisions by reference rather than full text, ensuring compliance with applicable FAR requirements. Offerors are advised to review the referenced provisions and clauses in full, which are available at https://www.acquisition.gov/. Reason for Change: The decision to expand the area of eligibility to the entire state of North Carolina is based on the lack of participation in the Local Area Set-Aside. This adjustment ensures that the Government can meet its procurement goals while maintaining a competitive bidding process and supporting SDVOSBs within the state. Instructions to Offerors: Offerors must acknowledge receipt of this amendment by signing below and including it with their bid submission. Offerors must review the addendum to the SOW and incorporate the updated information into their proposals. Offerors located within NC must provide documentation verifying their business operations within the state.
