- SOURCES SOUGHT PROGRAM MANAGER LIGHT ARMORED VEHICLES SYSTEM TECHNICAL SUPPORT 1. Description: Program Manager Office Light Armored Vehicle (PMO LAV) is responsible for the total life cycle support for the Family of Light Armored Vehicles (FOLAV) and is located at the United States Army Tank-automotive and Armaments Command (TACOM) at the Detroit Arsenal in Warren, Michigan. PMO LAV seeks to identify sources capable of providing engineering and logistic support for the engineering development, prototyping and production of Hydraulic Lift Cylinder Assemblies used on the United States Marine Corps (USMC) FOLAV. These systems are currently fielded on the FOLAV with known obsolescence issues on the Crane Assembly. There is little or no technical information or data available besides the physical product. The scope would include analyzing the usage and physical properties of the existing components (National Stock Number (NSN) 2590-01-224-5802, Part Number (P/N) 10523619, Cylinder, Inner Boom; NSN 2590-01-223-5692, P/N 10523621, Cylinder, Outer Boom; NSN 2590-01-223-5693, P/N 10524623, Cylinder, Assembly; and NSN 2590-01-223-4016, P/N 10519459, Leveling-Support) and demonstrating that any new components meet the same requirements and capabilities as the fielded system. If service life, capability, reliability, or other requirements are affected, reasoning and solutions are to be presented to PMO LAV for final decisions. During the efforts, wherever possible, the technical data package shall be provided to PMO LAV for continued use and records management. The System Technical Support (STS) activities shall include the following STS categories: a. Systems Engineering (Including Reverse Engineering) b. Reliability Analysis c. Maintainability Support d. Prototype Hardware e. Test or Validation Analysis and Reports f. Technical Data Package (TDP) g. Logistics Products (Drawings and Engineering Data for Provisioning) h. Inherent and Direct Product Improvements i. System Assembly Build and Maintenance Instructions k. Diminishing Manufacturing Sources and Material Shortages (DMSMS) Reporting 2. Sources Sought Request. PM LAV seeks to determine industry capability to provide the requisite service as detailed in paragraph 1. Please provide any information (and/) or commercial literature describing your company�s capabilities, safety, supportability, quality, cost, availability (and/) or other information not specifically requested that you feel would be informative. This market research process is intended to obtain only non-proprietary information about your company�s capabilities. The United States Government (USG) does NOT want to obtain any proprietary or otherwise protected documents as a result of this Sources Sought. The USG may return data (and/) or documents that have proprietary or protected markings. 3. Market Research Information. Respondents are requested to include with their responses their assessment of providing a proposal for a ten-year period of performance of sustainment support. One particular interest in this regard would be if the respondent regarded such a period of performance as posing any significant risks or challenges and if requiring a proposal for such a term might deter willingness to submit a proposal. 4. This is Market Research for LAV STS. The previous contract was awarded to the Original Equipment Manufacturer (OEM). The USG does not own the TDP for any of the components of the Hydraulic Lift Cylinder Assemblies mentioned. 5. All portions of this Sources Sought are merely for market research purposes, subject to change at any time, are in no way binding on the USG, and do not represent an established requirement. This Sources Sought is furnished for information purposes only with the understanding that the USG is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the information set forth herein. Nothing contained in this survey should be regarded as a basis upon which to seek payment, reimbursement or other consideration from the USG. Moreover, this Sources Sought is not intended as a solicitation of offers or request for competitive proposals. 6. Response Format. Electronic responses are required. It is requested that electronic responses be provided in a format that can be opened by the current version of Microsoft 365. The maximum size of each e-mail message should be no more than three and one-half (3.5) megabytes. You may use multiple e-mail messages. The subject line must include the message number, (example: 1 of 3, 2 of 3, 3 of 3), and ""[Company�s Name] response to PM LAV Light Armored Vehicle System Technical Support Sources Sought"". All interested firms, regardless of size, are encouraged to respond to this request for information. It is not necessary to respond to this Sources Sought in order to be eligible for future contract awards. 7. Responses Due.
