- The Medical Treatment Facility�s (MTF) current phone equipment, it�s components and service procedures is proprietary to Alliance Technology Group, LLC. Supplies are deemed to be available only from the original source in the case of this follow-on contract. Failure to award this follow-on to the original source, a major system of Naval Hospital Beaufort�s hospital�s emergency notification systems at full capacity, would lead to a catastrophic breakdown in internal and external communications, compromising patient care coordination, emergency response, and operational command and control functions, as this information is proprietary to the current infrastructure and configurations of system operations. As such, delays would be unacceptable and disruptive, and it is imperative to prevent service degradation and protect patient safety. Although there are additional authorized vendors available to potentially support the governments need, due to the current infrastructure and proprietary set up at Naval Hospital Beaufort�s Hospital Emergency Notification system with Alliance Technology Group LLC, a new vendor would cause a substantial duplication of cost to the Government that is not expected to be recovered through competition. The loss of phone capability, whether in routine operations or emergency scenarios, would constitute a critical failure in our ability to execute clinical care, coordinate logistics, and uphold our readiness posture. Immediate resolution and contract action are imperative to prevent service degradation and protect patient safety. The AVAYA CM10.1 PBX system, is an upgrade and its architecture supports up to 3,700 endpoints, with 1,000 phones currently deployed across the installation. Additionally, the system will integrate three (3) critical servers which are: (a) Sonexis-Enabling up to 100 concurrent ports for secure, on-demand conference calling; (b) AVAYA Messaging-Providing essential virtual faxing and voicemail-to-email services, which replaced legacy the ESNA system; and (c) CAIRS-Delivering vital call accounting and data tracking, which replaced the legacy CALERO system.
