- NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs, Network Contracting Office 1 intends to award a Limited Source, firm-fixed price order to LRP Publications Inc off of GSA award to provide Cyberfeds online access for use by the VISN 1 Healthcare System. This system allows authorized Human Resource users access to specific federal law library reference materials. Cyberfeds is the only source which provides up-to-date versions of Dewey Publication library, Peter Broida s Guide to Merit Systems Protection Board Law and Practice, Earnest Hadley s Guide to Federal Labor Relations Authority Law and Practice, and Federal Sector Equal Employment Law and Practice . Cyberfeds is the only online website providing access to Dewey Publications Library, The Hadley Handbook, and The Broida Report. The period of performance will be one year, with four option years. This contract action is for services for which the Government intends to solicit from only one Source under the authority of FAR 13.106-1, Single Source Awards. PERFORMANCE WORK STATEMENT CYBERFEDS ON THE WEB/LRP Publications Introduction and Scope of Work Human Resources Management Service is requesting procurement of 24/7 access to online federal employment law library for VISN 1 HRMS for FY 2021 for a total of 35 Human Resources Employee and Labor Relations Specialists in VISN 1. Requirements Online access to specific federal law library reference materials with the associated guidelines for EEO, Employee Relations, Labor Relations, Pay & Benefits, Technology for HR, Workers' Compensation, and Workforce Management. Access for 35 HR Specialists, specific individuals to be determined by VISN 1 HR Employee Relations Chief. Regulations and reference materials need to be current at all times. Provides authoritative guidance backed by case law and always updated. Combination of daily news, practical guidance, quick tips, standard forms, reference materials and helpful tools. Toll- free training and technical assistance. Includes Federal Labor Relations Authority law & practice and Merit Systems Protection Board publications by Broida. Also Classification/Qualifications Library, Benefits Library, Forms library Price reduction for multiple users. (over 10)
