Pre-Solicitation Conference: Land Based Engineering Site (LBES) Test Site Outfitting/Installation The Naval Surface Warfare Center Philadelphia Division (NSWCPD) invites interested contractors to a pre-solicitation conference regarding the future requirement for the outfitting and installation of Land Based Engineering Site (LBES) Test Sites at the Philadelphia Navy Yard. This event is an opportunity for NSWCPD to inform industry partners about this upcoming need and to discuss potential strategies for meeting the demand. What: Pre-Solicitation Conference - Land Based Engineering Site (LBES) Test Site Outfitting/Installation When: November 5, 2025, 09:00 AM � 11:00 AM EST (In-person check-in: 08:30 AM � 09:00 AM EST) Where: NSWCPD Philadelphia Navy Yard, 1000 Kitty Hawk Ave (Building 77L - RM306), Philadelphia, PA 19112. Free parking will be available. A parking map will be provided to registered attendees. Why Attend? Learn about NSWCPD's FY28 (and beyond) requirement for outfitting and installing Land Based Engineering Site (LBES) Test Sites. Understand the scope of upcoming projects requiring contractor support in areas such as test site removal, relocation, fabrication, assembly, heavy transport, outfitting, and mechanical/electrical integration. Discuss potential acquisition strategies and approaches to meet the anticipated demand for these services. Tour the areas in Building 77H being considered for test sites. Network with Government representatives to gain a greater insight into our requirements. About the Land Based Engineering Site (LBES) Test Sites: NSWCPD Code 70 conducts full-scale propulsion and power plant testing to reduce risks associated with new designs before they are installed on U.S. Navy ships. These LBES test sites include: Electrical power systems (up to 50MW and 13.8KV) Gas and steam turbine engines and generators Diesel engines and generators Shipboard propulsion motors Control networks Machinery shafting and transmission systems Foundations (welded plate, concrete-filled steel, precision machined, and shock/vibration mount systems) Structures (platforms, walkways, etc.) Piping systems Chilled water Auxiliary equipment/systems Enclosures Fire detection/suppression systems NSWCPD is currently developing projects that will require increased contractor support in the areas of test site removal, relocation, fabrication, assembly, heavy transport, outfitting and mechanical/electrical integration. The scope of these developing projects is large and will drive increased demand for contract support services in this unique area of our business. NSWCPD is seeking capability in the area of mechanical and electrical equipment/system outfitting, installation, and integration. Timing of the projects in development is expected to occur between FY28 and FY33. Foreign Nationals: Foreign Nationals are not permitted to register for this event. Registration Deadline: October 29, 2025, at 1700 EST, or when the event is sold out, whichever comes first.
