SOURCES SOUGHT (MARKET SURVEY) AND SITE VISIT - (identical information is included in the attached Sources Sought Word Document) Taggart Lake Renewal, Grand Teton National Park The National Park Service (NPS), Contracting Operations Central (ConOps Central) Northern Rockies Major Acquisition Buying Office (MABO) Contracting Office is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. Sources sought results will be used to determine an acquisition strategy. This posting is intended to determine the availability and capability of potential Small Business, Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), Indian Small Business Economic Enterprise (ISBEE), and Other socioeconomic categories per FAR Part 19, Small Business Programs for the project below. The Government anticipates a competitive method of procurement. This market research is being conducted to acquire additional information about potential contractors that may be interested in performing this work. This is not an invitation for bid (IFB) or request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on SAM.gov. Sources Sought Number: DOIPFBO250034 Project Name: Taggart Lake Renewal Location: Grand Teton National Park (GRTE), Teton County, WY, U.S.A. Estimated Magnitude: Between $5,000,000 and $10,000,000 Estimated Period of Performance: June 1 to November 15, 2026, and June 1 to August 30, 2027 Project Description The National Park Service is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for construction of the Taggart Lake Renewal project in Grand Teton National Park (GRTE). The project site is the Taggart Lake Trailhead and Cottonwood Creek Picnic Area, located roughly 3 miles to the northwest of Moose, WY. The Taggart Lake Renewal project in Grand Teton National Park is a comprehensive infrastructure improvement effort focused on enhancing visitor access, safety, and sustainability at one of the park�s most heavily visited trailheads. Taggart Lake Trailhead and Cottonwood Creek Picnic Area are located roughly 3 miles to the northwest of Moose, WY. The project includes expanding and relocating the existing Taggart Lake Trailhead parking area to accommodate 140 vehicles, upgrading the trailhead with new vault toilets, water filling station, and improved signage, resurfacing and regrading trails to meet ABA accessibility standards, and removing and rehabilitating the existing parking lot and trailhead areas. Cottonwood Creek Picnic Area will include replacing existing infrastructure with accessible picnic facilities, improved parking to accommodate 13 vehicles, and upgraded visitor amenities. All work to be completed within 2026 and 2027 with visitor access to Taggart trails being closed in 2026. SITE VISIT, Industry Day: A site visit and industry day will be held for this project during the pre-solicitation phase. Due to anticipated site conditions during the solicitation phase, this will be the ONLY SITE VISIT for this project. The projected solicitation phase will begin between December 2025 and February 2026; this site will be unavailable due to snow loads during winter months. Driving Directions to Taggart Lake Trailhead 1. Starting Point: Jackson, WY. Head north�on�N Cache Dr/US-26 E/US-89 N/US-191 N out of Jackson. Drive for approximately 6.7 miles. 2. At the roundabout, take the second exit to stay on S US Highway 191/US-26 E/US-89 N/US-191 N, continue north. Continue for approximately 5.5 miles. 3. At Moose Junction, turn left onto Teton Park Road. Important: You will pass through the Moose Entrance Station shortly after turning. Inform the ranger that you are entering for a contractor site visit. No fee will be charged to enter the park. 4. Continue on Teton Park Road. Drive for approximately 3.3 miles. 5. Arrive at Taggart Lake Trailhead. The parking area will be on your left. 6. Meet at the Taggart Lake Trailhead Kiosk on the northwest side of the parking area.
