- Contract Award Announcement The Department of State, Bureau for International Narcotics and Law Enforcement Affairs (INL), Grants, Acquisitions, Procurement, and Policy, has issued a firm-fixed price contract to Eduardono S.A.S. The contract was awarded under the authority 41 U.S. Code 1901 as implemented FAR 13.106(b); specifically, this authority permits contracting on a sole-source basis/brand name basis. This announcement serves as the award synopsis. INL plays a crucial role in developing policies and programs to combat international narcotics and crime. This mission aligns with the administration's America First priorities in the following ways: reducing the entry of illegal drugs into the United States and minimizing the impact of international crime on the United States and its citizens. INL's initiatives aim to mitigate the effects of international crime, which can have far-reaching consequences for national security, economic stability, and public safety. By addressing these issues at their source, INL helps to safeguard American interests and uphold the rule of law. To achieve these goals, INL collaborates with allied governments to modernize and support the enforcement operations of their criminal justice systems and law enforcement agencies. This collaboration ensures that international partners are equipped to combat crime and narcotics trafficking effectively, thereby reducing the threats that reach U.S. borders. By prioritizing these efforts, INL supports the administration's commitment to protecting American citizens and promoting national security, which are central tenets of the America First agenda. Project Overview INL is assisting in the procurement of procure three (3) Eduardo�o Interceptor boats for the Ecuadorian Coast Guard. Boats will operate in the Gulf of Guayaquil and in Manta to conduct operations countering narcotrafficking flow including drug shipments bound to the United States. These boats shall be donated to the government of Ecuador to be added to an existing shared fleet between the Ecuadorian Navy and Ecuadorian Coast Guard. The Ecuadorian Navy operates six of these vessels already and has trained personnel, special tools, a reliable spare parts supply chain, and a spare parts inventory for their maintenance and operation in both coastal and open sea environments. The Ecuadorian Navy and Coast guard both utilized these shared resources. The Ecuadorian Coast Guard does not have the capability to receive a different type or brand name boat in the inventory, as this would force them to acquire different tooling, training, and spare parts inventory in addition to what is currently in stock for the existing Navy fleet, resulting in a substantial duplication of cost that is not expected to be recovered through competition. Boats must be fitted with Original Equipment Manufacturer(OEM) parts and maintenance performed by OEM training technicians in order to maintain warranty.
