Description
SUBJECT Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the F-16 Aircraft Ejection Seat, NSN: 1680-01-473-8222MH, P/N: J114936-547. ITEM DESCRIPTION The F-16 Ejection Seat is part of the Advanced Concept Ejection Seat (ACES) II suite used in the Fighting Falcon. It is a third-generation seat, capable of ejecting a pilot from zero-zero conditions up to maximum altitude and air speeds in the 600 KEAS range. The peak catapult acceleration is about 12gz and use a center-pull handle to allow for the pilot's physiological response to the G-forces of combat maneuvering. The seat reclines at a 30-degree angle which is more obtuse to allow for better comfort in the cockpit. IMPEDIMENT TO COMPETITION The current original equipment manufacturer for the ejection seat is Collins Aerospace (CAGE 13499), which maintains its configuration by part number and configuration control. The Government does not own any data/drawings/schematics or has limited rights which indicate an inability to release data for competitive solicitation. As a result, Collins Aerospace is the only known source with adequate knowledge to manufacture the seat to its performance requirements and specifications. Collins has the required technical data and capabilities needed to produce the seats and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Collins Aerospace for the manufacture of the F-16 Ejection Seat. Other interested parties may identify their interest and capability to respond to the requirement no later than 29 Oct 2025 by emailing Tonett Pendleton, tonett.pendleton@us.af.mil, and Victor Henderson, victor.henderson.2@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
