Include type of business size and SAM s identification number. Page 7 of 7 Page 7 of 7 STATEMENT OF WORK TITLE: Annual Medical Gas Delivery Systems Testing and Inspection and Training I. SCOPE OF WORK This Scope of Work encompasses the following 3 Task Items: CLIN - (Contractor Line Item Number) #1 Instructor Led VAMC Staff Training Courses. The contractor shall supply materials and an instructor to provide 3x 32-hour training class for ASSE 6040 Medical Gas System Maintenance for Staff personnel certification of VAMC employees. The instructor is required to have a minimum of 10 years experience in design, testing, verification, and troubleshooting of medical gas systems and a currently be credentialed an ASSE 6050 Instructor. The number of students (VA employees) for the class is not to exceed 16. The Training will need to be coordinated with the COR. The training will need to take place between October 2025 and February 2026 at least once at each site withing the Maryland Health Care System. Sites include those listed under Task Item #2, (Baltimore, Loch Raven, Perry Point.) CLIN - (Contractor Line Item Number) #2 Medical Air, Vacuum, and HVAC Compressor equipment testing, verification, and certification. The Contractor shall provide a certified ASSE 6030 Medical Gas Verifier(s), testing equipment, supplies and transportation. All work is to be completed within 120 calendar days from the award date. Contractor to submit a work schedule for each site for the COR for approval. The contractor will perform the inspection and testing of the medical gas delivery systems for the Department of Veterans Affairs, VA Maryland Health Care System at these three locations: 1. SPECIFICATIONS: The Contractor shall inspect and certify the medical gas delivery systems at each site in accordance with most recent NFPA-99 Health Care Facilities, NFPA-55 Compressed Gases and Cryogenic Fluids, and NFPA-70 National Electrical Code. Testing Master Alarm Panels Function test of all signals from source and bulk systems to master alarm panels. Simulate failures at all source field switches. Includes determination of trip setting accuracy and correct bulk/source system labeling. Testing Area Alarm Panels Tests all audible and visual alarm signals for continuity, determine accuracy of trip settings and readouts. Includes determination of proper area served signage. Pressure transducers/pressure switches will be function tested to determine proper operation of hi/lo pressure signals, proper communication with area panel, and determination of hi/lo trip setting on alarm display. Zone valves Verify proper area served labeling, test for external leakage and validate accuracy of pressure gauge. Particulate samples are taken in each zone to test for contamination. Bulk Oxygen Supply Systems Test operation of the reserve and reserve in use signaling devices, check proper function of level activating switch. Inspect all cryogenic tanks for security, leaks, control configuration and labeling. Inspect Emergency Oxygen Supply Connection (EOSC). Gas Manifold Source Systems Leak test all manifold components including valves, pigtails, and regulators. Test for proper reserve in use pressure switch activation. Test for proper operation of the changeover for secondary supply. Medical Air System Verify compressor operating within manufacturer specifications. Check for documented maintenance plan in place. Function test of automatic alternating controls. Test audible and visual alarms. Test pressure across filters. Calibrate dew point monitor and verify proper operation. Medical Vacuum System Verify maintenance conducted according to manufacturer specifications. Function test automatic alternating controls. Test pressure/vacuum switch for proper operation. Validate frequency of pump starts and duration of runs. Measure cut-in and cut-out pressure/vacuum. Medical Gas Outlets Vacuum inlets and pressure gas outlets. Test flow of all vacuum inlets. Check pressure and flow of all outlets: patient care areas, emergency rooms, intensive care, procedure labs, operating rooms and recovery rooms. The surgical rooms testing is performed after-hours. This testing includes coordination with the Baltimore site POC. Manufactured Assemblies Verify that each joint and DISS fitting is examined for leakage and that the flexible assemblies are in a safe working condition. CLIN - (Contractor Line Item Number) #3 Preventative Maintenance Service Requirements: Frequency: Two (2) preventative maintenance service visits per year and provide a detailed inspection report to the COR within 7 days after the inspections. Comprehensive Inspection: During each visit, all equipment, including air compressors, vacuum systems, and associated accessories (filters, dryers, monitors, etc.), shall be thoroughly inspected, regardless of whether maintenance is immediately required. Manufacturer Guidelines: All maintenance shall be performed in strict accordance with the equipment manufacturers' guidelines and recommended service intervals based on run-time hours. Specific Service Tasks: The following tasks shall be performed, as applicable, for each piece of equipment: Replace air intake filters. Replace exhaust filter elements. Clean aftercoolers and line filters. Inspect Air Treatment Centers for proper operation. Alternate Desiccant Dryers. Calibrate CO monitors (where applicable). Check DP monitors. Check and adjust controls for proper operation. Check motor, starter contacts, voltage, amp draw, control wiring, and belts. Drain and replace lubricants, including visual inspection for water and contamination. Regrease components as needed. Perform a general visual inspection of all components. Perform a basic wipe-down of units. Document all findings and submit a detailed service report. Joint Commission Compliance: All service reports shall comply with Joint Commission standards for preventative maintenance documentation. Equipment Tagging: All serviced units shall be tagged upon completion of maintenance. Normal Business Hours: All work shall be conducted during normal business hours. Scheduling: A strict schedule shall be developed and adhered to, ensuring maintenance is performed within the month scheduled to maintain Joint Commission compliance. Schedule shall be submitted to the COR 2 Weeks in advance of normal work start. Emergency visits shall be exempted from the schedule requirements and may require off hour availability. Responding technicians are required to report on site within a 4 hour period from service call initiation. END OF SCOPE OF WORK SECTION
