- This procurement will be issued as a 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) through RFP procedures under FAR 15. The Central Arkansas Veterans Healthcare System (CAVHS) has a requirement Medical Gas Deficiencies, Project #598-23-107. The tentative date for issuing the RFP is on or around November 12, 2025, with proposals due approximately 30 calendar days later on or around December 12, 2025. There will be no public bid opening. The period of performance is 240 calendar days after issuance of the Notice to Proceed. Location of the work is at both campuses: the John L. McClellan Memorial Veterans Hospital (JLM), 4300 W. 7th Street, in Little Rock, AR 72205 and the Eugene J. Towbin (EJT) VA Healthcare Center, 2200 Fort Roots Drive, North Little Rock, AR 72114. Abbreviated Scope of Work: A new underground communication line will be run between the main hospital building at the Little Rock (JLM) Campus and the adjacent storage tanks at the northeast portion of the facility. The existing pavement will be removed and replaced for the installation of the new communication line. At the building entry location there is currently a temporary construction fence and mechanical equipment that will require coordination to accommodate installation. A new underground communication line will be run between buildings 69 and 170 at the North Little Rock (EJT) campus. Installation will involve crossing an existing roadway. The existing sidewalk, pavement, curb and gutter will be removed and replaced for the installation of the new communication line. The proposed route will also run adjacent to an existing enclosure for liquid oxygen. The main oxygen shutoff valve and check valves in the chiller plant at the JLM campus will be replaced, and additional shutoff valves will be provided to allow for a temporary connection to oxygen bottles while system maintenance is being performed. Temporary oxygen will be provided, as needed, during shutdown at the zone valve level. The check valves near the main oxygen shutoff valve for the North Little Rock campus will be replaced. Temporary oxygen will be provided, as needed, during shutdown at the zone valve level. The campus area alarms and shut off valves are located in a variety of locations and multiple wall types throughout the facilities. The architectural scope of work will focus on the completed installation and finishing of the device locations. A comprehensive patch, repair and refinish program will be instituted throughout the duration of the project. All of the new modifications and installations should match the adjacent materials in color, style and finish. All locations will be reviewed and approved by the COR for compliance with the project scope of work. The main oxygen shutoff valve and check valves in the chiller plant at the JLM campus will be replaced, and additional shutoff valves will be provided to allow for a temporary connection to oxygen bottles while system maintenance is being performed. It is expected that this work will take four (4) hours to complete. Temporary oxygen will be provided, as needed, during shutdown at the zone valve level. The check valves near the main oxygen shutoff valve for the North Little Rock campus will be replaced. It is expected that this work will take four (4) hours to complete. Electrical work at the JLM campus will consist of protecting and preserving existing electrical feeds to med gas alarm panels, area alarms, and zone valve boxes. New branch circuits will be provided to feed any newly installed zone valve boxes, area alarms, or med gas alarm panels. Electrical work at the EJT campus will consist of protecting and preserving existing electrical feeds to med gas alarm panels, area alarms, and zone valve boxes. Power will be provided specifically for the new med gas master alarm in the Dental Suite located in Building 170, Wing 2B. NAICS 236220 Commercial and Institutional Building Construction is applicable to the RFP and the Small Business Size Standard is $45M. This project requires project management for all trades required to perform this work, including but not limited to, low voltage electrical work and control panel programming, plumbing work for gas lines and underground civil work to include duct bank installation. Interested offerors are asked to first read over the RFP and all its associated attachments/documents in their entirety prior to forwarding any questions to the Contracting Officer. A cut-off time/date for receipt of questions will be established and listed in the RFP, as well as a time/date for the scheduled Site Visit. Only one Site Visit will be conducted and no requests for additional Site visits or make-up Site Visits will be granted. The RFP number for this project is 36C25626R0006. The RFP will be posted and can be downloaded (without charge) from the SAM.gov website. Amendments to the RFP will not be mailed but will be posted at the SAM.gov website. Offerors are responsible for obtaining the RFP (and associated documents/attachments) from the SAM.gov website and for acknowledging all amendments to the RFP. It is the responsibility of all interested offerors to check the SAM.gov website as necessary for any Amendments to the RFP (to include the day bids are due). In accordance with VAAR 819.7003 Eligibility, at the time of submission of a proposal, the offeror must represent to the Contracting Officer that it is a SDVOSB concern, that it is a small business concern under the NAICS Code assigned to the acquisition, and that it is verified for eligibility in the Small Business Association website (Veteran Small Business Certification (VetCert)) and have the Veterans Small Business Certification. SDVOSB concerns must also be registered in the System for Award Management (SAM) database at www.sam.gov. In accordance with FAR Overhaul 5.101(c)(4)(v), equitable adjustments for change orders will be reviewed per FAR 36 and 43. DISCLAIMER: This Pre-solicitation Notification is NOT a Solicitation.
