This notice is not to be construed as a commitment by the Government for any purpose other than market research. The Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Project Manager for Combat Ammunition Systems (PM-CAS), is issuing a Sources Sought Notice W15QKN-25-X-1AXT for the Production of Gas Adsorbent Modules (GAMs). The purpose of this market survey is to identify capable sources for the production of Gas Adsorbent Modules (GAMS). This notice is to obtain current information on the capability of potential sources to provide this product to the warfighter in support of Fiscal Year (FY26) through FY 30 requirements. The Gas Adsorbent Module (GAM) is a two-piece red plastic ring that contains powdered manganese dioxide and cuprous oxide that adsorbs phosphine. It is essential for GAMs to mitigate by adsorbing and neutralize most of the phosphine gas emissions and thereby minimize the amount of phosphine in the ammunition container and fiber tube. High concentrations of phosphine gas can result in spontaneous combustion and out-gassing is a health hazard with lethal high risk to personnel when concentrations are greater than 500 ppm. The GAM consists of a circular plastic housing filled with two packets of a chemical adsorbent. The housing is constructed from high-impact polystyrene and has the following approximate dimensions: a height of 1.85 inches, an outer diameter (OD) of 3.1 inches, and an inner diameter (ID) of 2.3 inches. The housing is designed as two interlocking pieces, each comprising an upper and lower section. These halves are combined to form the complete housing and are secured with identifying tape that features a printed warning. Inside the housing, two Tyvek bags containing commercially available phosphine adsorbent are housed. Each bag is held in place by two packet retainers made of Melt Processable Rubber (MPR). The retainers are approximately 1.68 inches tall, with a cross-section measuring .265 inches by .335 inches, and include a C-shaped notch designed to secure the edge of the bag. This requirement involves technical data marked Distribution D - Distribution authorized to the Department of Defense and U.S. DoD contractors only. Interested firms are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement, AMSTA-AR Form 1350, Technical Data Request Questionnaire, and Non-Disclosure Agreement for Government's consideration to provide the TDP. There is no information (specifications, drawings, etc.) or material required in the performance of this effort that is considered classified. Contractors shall register in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award.
