- Central Texas Replace Cart Elevators Solicitation: 36C25726R0013 Replace Cart Elevator Surgery Building 163 Request for Information Questions and Answers Will the Client allow advanced payments (down payments) for any material or equipment to be procured under this solicitation, or will invoicing be restricted to when the physical materials and/or equipment have been delivered to the project site? The VA will only pay for materials and/or equipment after it is installed Per Spec Section 1.7 - Site Safety and Health Officer (SSHO) and ""Competent Person"" (CP) the VA is requiring a minimum of one SSHO at each project site that will be identified as the SSHO to administer the Contractor's safety program and government-accepted accident prevention plan. Can the VA please confirm that the Prime Contractor is only required to have one Superintendent for the project? Confirmed If the elevators are modernized consecutively, please confirm that the contractor is only required to have one SSHO onsite? Confirmed Can the VA please confirm the Prime Contractor does not need to have a QCM on the project? Confirmed Can the VA please identify a lay down area on site where contractors can stage materials and equipment? Lay down yard will be identified after contractor is selected Will the Prime contractor be responsible for providing a site office, or is there an on-site area we can use? Lay down yard will provide enough space for an office Conex Will Microsoft Project be an acceptable scheduling tool for the project? Yes What software will be utilized on the project for submittal transfers? Will the Prime contractor be responsible for purchasing and maintaining? All transfers will be done through email There are no Fire Alarm drawings within the bid package, can the VA please confirm there are no modifications of Fire Life Safety devices either in the Elevator lobbies, or hoist way that will need to be modified? If there are devices that will need to be addressed, can you please provide the contact information for the building's existing Fire Alarm Vendor? A8.1 GC shall coordinate all activities during the construction and at completion of the work with the local Fire and Life Safety AHJ. Emergency Fire and Life Safety devices shall be maintained throughout the construction. GC shall post the Emergency Contact information throughout the work area. A8.2 GC shall not disturb the Existing Fire Alarm systems in the elevator shafts or outside of the shafts unless the work requires relocation of any existing devices. All work related to the fire alarm system shall be coordinated with the local Fire and Life Safety AHJ. The new two offices shall be equipped and protected with new fire alarm devices per the VA building code and connected to the existing alarm system. Coordinate the new work with the local Fire and Life Safety AHJ. A8.3 Local Fire and Life Safety AHJ contact information: CTXSafety@va.gov The Fire Alarm System Vendor contact information: Kevin D Moseng Project Manager Fire Domain Johnson Controls Fire Protection LP 512-608-0493 Note 5 on AD3.00 states to remove hospital equipment and store for re-installation. Will the VA be providing an area to store existing equipment? A9.1 It is the General Contractor s (GC s) responsibility to protect and store all salvaged items that will be reinstalled. GC can utilize the allowed construction staging areas shown in drawing AD1.20 for this purpose; however, if the GC requires additional spaces for both construction and storage, it may be possible to coordinate the matter with the VA PM after the contract is awarded. Details 7A and &7C on AD2.00 appear to show temporary wall details, for the ICRA requirements. If so, is the VA open to utilizing Starc or Temporary wall systems in lieu of wood framing? A10.1 VA is open to an alternate method to separate the construction area and the sterile area, if the GC can demonstrate how they can achieve full and complete separation. Will the VA confirm that no negative air systems are required for the ICRA requirements? Negative Air Systems are required Will the VA confirm ICRA barriers do not need to extend above the finished ceiling to deck? Barriers need to extend to the deck Per the room finish schedule, Office BD108B will be receiving new 2x2 ACT ceiling tile, flooring and base to match existing adjacent offices. Can the VA please provide existing product information for the ceiling tile, flooring and base? A13.1 That information requested is not available. GC shall do its best to match the materials; however, GC shall submit samples of all proposed materials, in accordance with the submittal process in Div. 1, for the DOR s approval. The SOW reads that the project ""may"" require after hours or weekend work due to surgery departments. Can the VA please provide further details/clarification or a percentage of off-hour work required on the project, for bidding purposes? Any work that is disruptive to any ongoing hospital operations must be scheduled for weekends or after hours Are the cart lifts currently functioning under emergency power, if so, are ATS feeds and equipment in place from the generator to the disconnects control space? A15.1 The existing elevators are operational under emergency power, and the locations of the existing elevator power sources are identified on the sheet AD1.10. GC shall investigate and verify the adequacy of the existing power for the new construction. GC shall notify the VA PM and DOR of any deviations shortly after NTP. Can the VA please confirm that the costs and scheduling associated with the third-party inspections will be the responsibility of the VA and not part of SOW? There are no third-party inspections Can the VA confirm that there is no cart elevators machine room and that the disconnect and controller will be located adjacent to the 24' x 24' access door at the top landings ""machine space""? A17.1 GC shall provide new mech-room-less elevators per the contract, including control panels and disconnect switches in the elevator shaft above the top landing, as indicated on drawing sheet A2.00. Can the VA please confirm the 600v service required per the drawings is existing and available? A18.1 It is the GC s responsibility to visit the construction site and verify the existence of the required power. If GC finds that no such power is available, it shall notify the VA PM and DOR of any deviations shortly after NTP. Can the VA please confirm in the event of a conflict which documents should prevail? Specifications take precedent over drawings. However, any conflicts between the two shall be brought to the attention of the VA immediately. Can the VA confirm that the desired rope size will be determined by the manufacturer rather than the specified rope size listed of .50 inches? A20.1 GC shall perform engineering and design of the new cart elevators and provide the elevator to the specifications. However, GC shall not reduce the capabilities or the product to a level below those of the specified elevator system. If the GC proves that the specification is inadequate to meet the intended use, the GC shall notify the VA PM and DOR of any deviations within a reasonable time after NTP. The basis of design is Matot Inc. Is the VA aware of the extremely long lead- times with the specified equipment? Will the VA be open to extending the POP to accommodate lead times? Any proven order delays will be added as a no-cost time extension. Note 2 on E1.1 - directs the Electrician to remove the cart lift main feeder back to source. A) Can the VA confirm what room the main feeder source is located in? B) Is the main feeder routed in an area accessible to our team during normal working hours, or will we have to complete demo of the main feeder on OT if working in occupied areas, of the building? A22.1 GC shall refer to the drawing sheet AD1.10 for those electrical rooms BC 106 and BD 110 for the main feeders. A22.2 The adjacent spaces next to the work areas are fully occupied and must be operational during the construction, day or night; therefore, GC shall coordinate its work with the VA PM for verifying all the power feeders and scheduling any power cutoffs and demolition at least two weeks before commencing the work. Demolition or new work outside the fenced work area during normal hospital hours may be limited; therefore, GC shall plan to work nights and weekends to minimize the risk of occupants' safety and inconvenience. Will there be a period of performance extension for longer lead items? For the awarded contractor, the period of performance will be extended for provable long lead items. When asking the manufacturer Matot Inc. what are the lead times for parts, the following is the direct quote from Depending on the parts lead time could range from 2-3 days to 12 weeks.
