- PRESOLICITATION NOTICE: Food Service Contract for MSG Detachment, US Mission in Chisinau PURPOSE This is a Pre-Solicitation Notice only. All interested offerors are requested to read the requirements below. No responses are requested by this notice. The U.S. Embassy Chisinau issues this notice with the intent of giving an opportunity to all interested parties to appropriately prepare for the anticipated Request for Quotation (RFQ). This is not a request for quotation; this is for pre-solicitation / informational purposes only. No award will be made based on responses received to this notice. BACKGROUND The US Embassy Chisinau has a requirement for food services program for U.S. Government at American Embassy Chisinau, Moldova for Marine Security Guards at the Marine Security Guard Residence. PROPOSED CONTRACT ACTION The Contractor upon being awarded the contract shall provide services as described herein to meet the mission requirements of the U.S. Embassy - Chisinau. Accordingly, the US Embassy � Chisinau plans the issuance of the following solicitation: 1. RFQ Title: Food Service Contract for MSG Detachment, US Mission in Chisinau. 2. RFQ issuance date: early January 2026. 3. RFQ issuance method: The solicitation will be posted on the website of the U.S. Embassy Chisinau: https://md.usembassy.gov/embassy/chisinau/contract-opportunities/. 4. RFQ response date: by late January 2026. 5. Award date: To be determined. 6. Award procedures: In accordance with FAR 15.3 Source Selection. 7. Place of performance: Chisinau, Republic of Moldova. 8. Special contract requirements: The Potential Contractor must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal: Be able to understand written and spoken English; Have an established business with a permanent address and telephone listing; Have the necessary personnel, equipment and financial resources available to perform the work; Have all licenses and permits required by local law; Must provide DUNS number and be registered in SAM. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. The Government is planning a pre-quotation conference and the date for this conference will be in RFQ. This opportunity will allow for electronic responses. Please note that RFQ is not ready to be issued as of this date. Interested parties should contact GSO Procurement at ChisinauGSOProcurement@state.gov in order to receive the RFQ package. All parties expressing interest will receive additional information after the advert closing date.
