- Description
- The Department of Homeland Security, U.S. Customs and Border Protection, Office of Trade, Trade Transformation Office (TTO) issues this Justification for Exception to Fair Opportunity in accordance with FAR 16.505(a)(4)(iii). It is the intent of the TTO to increase the scope of the Firm-Fixed Price Task Order awarded to Pinnacle Federal Advisory, LLC by adding one additional full-time employee (FTE) to provide PM ECAT support. The additional FTE is needed immediately, and the current Task Order already provides one FTE. The services of the current FTE were acquired through a directed order to 8(a) contractor Pinnacle Federal Advisory, LLC using the 8(a) STARS III GWAC IDIQ 47QTCB22D0402. 8(a) STARS III allows for directed orders under the competitive threshold, currently $4.5 million, per FAR 19.805-1(a)(2), and has the same, per order, ceiling on directed orders for all industry partners.
