- N0016426RWP21 � Synopsis and Draft Solicitation- SPY-6(V) Line Replaceable Units (LRU) T/RIMM and 28V Power Supply FSC/PSC 5840 - NAICS 334511 ISSUE DATE: 21 JAN 2026 CLOSING DATE: 5 FEB 2026 10:00AM ET GENERAL INFORMATION AND DESCRIPTION: This Synopsis and Draft Request for Proposal (RFP) are associated to previously posted RFI/SS N0016424SNB22 and Industry Day Special Notice N0016426SNB04. Interested Contractors must request the associated drawing package via email to Shannon Reinhart at shannon.l.reinhart.civ@us.navy.mil. The request SHALL include a copy of the Contractors ACTIVE Joint Certification Program (JCP) registration status and the following information: Company Name Company CAGE Company UIE Company Address Contracts Representative Point of Contact: Name, phone number and email address The Navy intends to solicit this contract on a full and open competition basis. Delivery will be FOB Destination NSWC Crane. The formal RFP will be made available posted via the PIEE Solicitation Module. All changes that occur to competitive actions prior to the closing date will be posted to Contract Opportunities on https:/sam.gov/ via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. For within scope changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS SUBMISSION. In accordance with Federal Acquisition Regulation 15.201(c)(6) this is a Draft Request for Proposal (RFP) only and shall NOT be considered as an RFP or as an obligation on the part of the Government to acquire any products. The Government is NOT seeking or accepting unsolicited proposals. The Government will NOT be responsible for any costs incurred in responding to this Draft RFP or furnishing the requested information. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a Contractor's submission of responses to this Draft RFP, nor the Government's use of such information. No contract will be awarded from this announcement. Responses to this Draft RFP are not offers and cannot be accepted by the Government to form a binding contract. NSWC Crane is under no obligation to acknowledge receipt of submissions or of the information received, or to provide feedback to respondents with respect to any information submitted under this request for submissions This notice shall not be construed as a contract, a promise to contract, or a commitment of any kind by the Government. Specific responses will not disqualify or have an impact on participation and evaluation on future solicitations. Not responding to this Draft RFP does not preclude participation in any future solicitation. If a solicitation is issued in the future, it will be announced via PIEE and interested parties must comply with that announcement. It is the responsibility of interested parties to monitor PIEE for additional information pertaining to this requirement. Contractors must be properly registered in the SAM and the Joint Certification Program (JCP) in order to receive the controlled attachments. DRAFT RFP N0016426RWP21 REQUIREMENT OVERVIEW Naval Surface Warfare Center, Crane Division (NSWC Crane) has a requirement to procure the evaluation, repair, testing, and supply of the Transmit/Receive Integrated Microwave Module (T/RIMM) and 28V Power Supply within AN/SPY-6(V) Family of Radar (FoR) for organic depot and product support integrator activities. The contract action is for the procurement and repair of two (2) Line Replaceable Units (LRUs) which are designed to be scalable and adaptable across multiple ship classes and mission requirements. The estimated contract amount is approximately $85M. The procurement is anticipated to be full and open competition. The associated drawings and Draft RFP attachments are controlled and must be separately requested per the instructions in General Information item 2 above. If interested contractors do not believe the associated documents provide sufficient details to allow for a proposal submission for a future formal RFP, please provide a written response to the Contract Specialist listed herein detailing additional information needed. QUESTIONS Questions regarding this announcement shall be submitted in writing, no later than 4 February 2026 at 10:00AM ET, via e-mail to the Contract Specialist. All materials (to include questions) submitted in response to this DRAFT RFP shall be UNCLASSIFIED.
