Description
The Illinois Army National Guard (ILARNG) requires secure, reliable, and scalable network and telecommunications services to support 49 armories and training sites across Illinois under a new contract consisting of one base year and four 12-month option years. The objective is to ensure continuous NIPRNet connectivity, commercial broadband internet where required, and dependable voice and emergency communications. Minimum NIPRNet bandwidth requirements range from 10 Mbps to 200 Mbps depending on site, with 47 of the 49 sites securely routing back to two central locations. While the current architecture uses MPLS, vendors are encouraged to propose alternative solutions, such as SD-WAN, that meet or exceed performance, security, and resiliency standards. The contract must also support broadband internet services at 26 sites, with the ability to expand this capability during option years, and ensure equivalent performance whether supporting NIPRNet or commercial services. Voice services shall include support for POTS and 130 Pots-In-A-Box (PIAB) lines, 81 of which require Telecommunications Service Priority (TSP). Enhanced 911 services equal to or better than the current RedSky solution must be provided. The environment must integrate with Government-provided routers, Cisco Call Manager for VoIP, and network management tools such as SolarWinds and Cisco DNA. Vendors must provide robust Service Level Agreements, maintenance and troubleshooting support, defined turnaround times for trouble tickets, and documented redundancy and restoration procedures in the event of circuit failures. The desired end state is a modern, resilient, and secure network architecture that supports mission readiness, ensures continuity of operations, and provides flexibility to scale or adapt technologies over the life of the contract. Currenly we are using the GSA Enterprise Infrastructure Solutions vehicle that expires in Sept 2026 and are looking at alternative solutions including but not limited to 8(a) direct award for a base contract with four option years.
