a Request for Quotation (RFQ) for two months of continuous Level 0 data
with enhanced performance and quality control obtained June 1 through
July 31, 1998. All data, utilizing at least four receivers, will have
effective arrival time difference (ATD) timing errors less than 10
microseconds validated from sites fixed by coincident measurements from
the Colombian interconexion-electrica S.A., ISA, electricity board, and
the U.S. National Lightning Detection Network (NLDN) Cloud-Ground
Lightning Measuring Network. Validation will be conducted by Goddard
personnel. The data shall consist of the following: time of occurence
within 1 millisecond; at least 3 magnetic headings that intersect
within 5 degrees wide sector around the sferics source site. This will
be implemented by shortening the detection window and improving the
receiver algorithm enhanced detection efficiency produced by newly
improved preamplifiers. The data will be obtained continuously, to the
extent that the equipment can be operated, during the hurricane
season. The data will be required to be delivered on cd-roms by October
31, 1998. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items
from Resolution Displays Inc., 9477 Silver King Court, Fairfax, VA
22031. Resolution Displays Inc. is the only vendor with sferics
receivers in Kingston, RI; Fairfax, VA; Huntsville, AL; Miami, FL; and
San Juan, Puerto Rico that permit 5-15 KHz measurements of radio noise
generated by lightning in hurricanes from their incipient phase off the
West African coast to the continental United States. This data is
needed to support the analysis of data from the Tropical Rainfall
Measuring Mission. The Government intends to acquire a commercial item
using FAR Part 12. Interested firms have 15 days from the publication
of this synopsis to submit in writing to the identified point of
contact, their qualifications/capabilities. Such
qualifications/capabilities will be usedsolely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
