This announcement is amendment 02 to solicitation NMA301-99-R-0284
which was originally published in the Commerce Business Daily 17 May
1999. This amendment is required to answer technical questions
concerning the Cataloging of Text Collection At Bethesda Library
Center. The synopsis/solicitation remains for commercial items prepared
in accordance with the format in subpart FAR 12.6, as supplemented with
additional information included in this notice. Question #1: What
equipment i.e., Hardware, software, will the government provide the
contractor? Answer: The government will provide the text collection
only. See amendment 01, question #4. Question #2: What equipment
specifications are needed for the contractor to input the information
into OCLC? Answer: A standard PC with internet access. Question #3: It
is apparent by the governments selection of Standard Industrial Code
8999, that they were interested in small business participation. As
such, will government accept personnel past performance experience in
lieu of corporate experience for younger companies? Answer: The
government will accept personnel past performance in lieu of corporate
experience for younger companies. Question #4: Reference is made to
the "240 days" requirement. Is the Government referring to 240 work or
calendar days. Answer: Calendar, answered in Amendment 01, question
#3. Question #5: To develop a winning cost strategy, please define the
type of contract envisioned i.e., FFP, T&M CPFF,CPAF,CPIF? Answer:
Firm Fixed Price in accordance with FAR 12.207. Question #6: How often
will items be shipped to the contractor and at what level or frequency
is the government expecting the return of these items. The shipment
frequency greatly impacts the costing aspect of this effort. Answer: We
anticipate shipping all materials from BTH over a two to three week
period. We expect to received 750 to 1000 items back from the
contractor per week. Question #7: When does the government want to see
the quality assurance plan, i.e., with the proposalor after award?
Answer: The quality assurance plan should be submitted with proposal.
Question #8: Is the government requiring the contractor to bar code to
each binder? Answer: Each item will be bar-coded before it is shipped
