Veterans Affairs is seeking an Architect/Engineering firm capable of
providing professional architectural and engineering services for
open-ended multi-disciplinary projects at the VA Maryland Health Care
System (VAMHCS). The VAMHCS consists of three medical centers, one
extended care facility, and other ancillary sites: VA Medical Center,
10 North Greene Street, Baltimore, MD; VA Medical Center, 9600 North
Point Road, Fort Howard, MD; VA Medical Center, Perry Point, MD; and
the Baltimore Rehabilitation and Extended Care Center, 3600 Loch Raven
Boulevard, Baltimore, MD. Delivery or performance shall be made only
as authorized by issuance of separate task orders. Each project will be
identified on a unique task order and subject to all terms and
conditions of the contract. Interested firms must have working offices
within a 100-mile radius of the four VA facilities listed above. The
following Evaluation Criteria will be used during the A/E selection
process: (1) Specialized experience of the firm to perform the work
required; (2) Capacity of the firm to perform the work within the
required time frames; (3) Past Performance; (4) Specific experience and
qualifications of the proposed personnel assigned to the Project Design
Team; (5) Geographic location of the firm's working office in relation
to the renovation site; (6) Demonstrated success in prescribing the
use of recovered materials, and (7) Reputation and standing of firm and
its principal officials with respect to professional performance,
general management and cooperativeness, and; (8) Record of significant
claims against the firm because of improper or incomplete
architectural and engineering services. All construction drawings must
be provided in AutoCAD format, Release 13. Award is contingent upon
the availability of funds. Interested firms are to submit their
SF-254's and SF-255's as well as an SF-129 by close of business
September 28, 2000, to VA Maryland Health Care System, Attn: Carol L.
Pomraning, Contracting Officer (BT/90C), 10 North Greene Street,
Baltimore, MD 21201. The SIC Code is 8712. The size standard is $4.0
million. Projects (task orders) will be limited to $50,000.00 (fifty
thousand dollars). Only one contract will be awarded should adequate
qualified emerging small businesses respond. If not, the requirement
will be solicited as full and open competition pursuant to the Small
Business Competitiveness Demonstration Program. A maximum of
$450,000.00 (four hundred, fifty thousand dollars) could possibly be
received over the life of the contract, which includes a base year with
two one-year options available. The minimum guarantee over the life of
the contract is $50,000.00 (fifty thousand dollars). Any work awarded
to the contractor beyond the minimum is solely at the Government's
discretion. The contractor may refuse a task order. However, if the
contractor rejects a task order proposal, the Government estimated
value for that task order would be counted towards meeting the
