Description
Technical/engineering services in support of various Unmanned Undersea Vehicles, including Mk 30 Target (Mods 1 and 2), Expendable Mobile ASW Training Target (EMATT). Anticipated efforts include: engineering design/design review (including use of computer review and circuit analysis techniques); fabrication, integration, calibration and testing of electronic, mechanical, and electromechanical and software-based prototype devises; analyses of subsystems, components, and allied interfaces to determine the impact of design changes/modifications and operational scenarios on performance, test, safety and support characteristics; maintenance planning; repairing and maintaining specialized vehicle hardware, test equipment, and handling equipment; status accounting and documentation; preparing engineering and technical document, including: mechanical systems layout, detail and assembly drawings, printed circuit board layouts, drill drawings and wire lists. Est. level of effort over five years is: 54,200 hrs., with "key" categories of: Program/Project Manager; Engineer II; Engineering Tech. II; Configuration Management Analyst II. Procurement is a follow-on to N66604-96-D-B536, which was competitively awarded to McLaughlin Research Corp. of Middletown RI/New London, CT. POP expected to begin 22 FEB 2001. Evaluation scheme is Best Value with technical criteria of Personnel and Past Performance. A local liaison office with a SECRET facility/safeguarding capability within the normal commuting area of Newport RI is required. Organizational Conflict of Interest clauses apply. Service Contract Act also applies, but place of performance is unknown. Possible place includes Newport, RI for which a Wage Determination has been obtained. Additional Wage Determinations will be requested if asked to do so in writing within 14 days of solicitation issuance (per FAR 52.222-49).
