UNDER THE MANAGEMENT OF THE MILITARY SEALIFT COMMAND  OFFICE, PORT CANAVERAL, FLORIDA THE VESSEL(S) WILL BE  PRIMARILY EMPLOYED IN SERVICE FROM THE U.S. EAST OR GULF  COAST PORTS TO AND FROM STATIONS IN THE AIR FORCE EASTERN  TEST RANGE OF THE ATLANTIC OCEAN AND CARIBBEAN SEA.  I(l) -- ADD THE FOLLOWING TO BOX I1., VESSELS REQUIRED:  (a) VESSEL(S) TYPE: VESSEL MUST BE TWIN  SCREW WITH A MINIMUM 3,000 SHP., AND HAVE A BOW  THRUSTER. VESSEL IS TO BE ABS CLASSED AND POSSESS  A U.S. COAST GUARD CERIFICATE OF INSPECTION.   (b) DRAFT: SEE DESCRIPTIVE DATA OF EACH PORT BELOW. MAXIMUM ALLOWABLE DRAFT TO ENTER SHALLOWEST  PIER/DELIVERY AREA IS 12 FEET.  (c) OPEN DECK SPACE: THE VESSEL SHALL HAVE  A MINIMUM OF 5,000 SQUARE FEET OPEN DECK SPACE.  VESSEL DECK STRENGTH SHALL SUPPORT A MIMIMUM OF 75 POUNDS PER SQUARE FOOT. ANY PROPOSED BARGES SHALL  BE EQUIPED WITH BULWARKS OF A MINIMUM THREE (3) FOOT  HEIGHT ACROSS THE PORT AND STARBOARD SIDE AND BULWARKS  OF A MINIMUM FIVE (5) FOOT HEIGHT ON THE BOW ENCLOSING  THE OPEN DECK CARGO AREAS. (d) SPEED: MINIMUM ACCEPTABLE SPEED FULLY LADEN  IS SIX (6) KNOTS IN BEAUFORT SEA STATE 4 WIND AND SEA  CONDITIONS. (e) ENDURANCE: VESSEL MUST BE CAPABLE  OF TRANSPORTING A FULL CAPACITY OF CARGO AS NOTED  BELOW USING THE VESSEL'S OWN FUEL AND STORES OVER  THE LONGEST DISTANCE LISTED IN THE DISTANCE TABLE  BELOW.  (f) LOADING: GENERAL CARGO TO BE LOADED  AND DISCHARGED BY VARIOUS METHODS INCLUDING FORKLIFT AND RO/RO OR LIFT-ON/LIFT-OFF (LO/LO) WITH CRANE.  THE AVERAGE VOYAGE LOADS ARE 850 MEASUREMENT  TONS OF VEHICLES, AMMO AND GENERAL CARGO AND  10-20 TWENTY FOOT CONTAINERS.  (g) ROLL-ON/ROLL-OFF: THE VESSEL(S)  SHALL HAVE THE CAPABILITY TO TRANSPORT VEHICLES UP TO 60 LONG TONS (LT) OVER THE BOW OR STERN RAMP.  THE RAMP MUST BE A MINIMUM OF 15 FEET WIDE FROM  FORWARD TO AFT BY 34 FEET LONG AND HAVE AN UNRESTRICTED  VERTICAL CLEARANCE. WHEN VESSEL IS BOTH FULLY LADEN AND  EMPTY, AT ALL PORTS LISTED BELOW, THE RAMP INCLINE MUST  NOT EXCEED FIFTEEN (15) DEGREES AND THE ANGLE FROM  HORIZONTAL AT CREST MUST NOT EXCEED FIFTEEN (15) DEGREES.  RAMP MUST BE CAPABLE OF BEING RAISED OR LOWERED IN NOT MORE  THAN TEN (10) MINUTES. A SIDE RAMP IS NOT ALLOWABLE DUE  TO DOCK CONFIGURATIONS AT SCHEDULED PORTS OF CALL.  AUTOMOBILES MUST BE ABLE TO BE SAFELY DRIVEN ON  AND OFF THE VESSEL. RAMP SHALL BE CERTIFIED AS CARGO  GEAR BY ABS. LO/LO OPERATIONS PROPOSED AS AN  ALTERNATE PLAN FOR CARGO OPERATIONS WILL BE CONSIDERED,  PROVIDED A MINIMUM OF 60 LONG TONS CAPACITY ON A REACH  OF 15 FEET FROM THE SIDE OF THE VESSEL IS WARRANTED AND  12 PALLET TRAYS ARE PROVIDED.  (h) DRY CARGO: VESSEL SHALL HAVE SUITABLE  PROVISIONS FOR THE SAFE CARRIAGE OF MINIMUM 550 LT OF  DRY CARGO. CONTRACTOR SHALL PROVIDE THIRTY (30) TWENTY-FOOT DRY CONTAINERS AND FOUR ADDITIONAL  20-FOOT CONTAINERS WITH CHASSIS FOR AMMO THAT  ARE CSC CERTIFIED WITH CSO PLATES.   (i) REEFER CARGO: CONTRACTOR TO PROVIDE TWO (2) 20 FEET FREEZER CONTAINERS AND TWO (2) 20 FOOT CHILL CONTAINERS. TEMPERATURES FOR THE CHILL AND FREEZE  CONTAINERS MUST BE MAINTAINED AS FOLLOWS:  CHILL -- 38 TO 42 DEGREES FAHRENHEIT FREEZE -- (-10) TO 0 DEGREES FAHRENHEIT  CONTRACTOR SHALL MONITOR REEFER CONTAINERS AT  LEAST EVERY SIX (6) HOURS AND BE ABLE TO MAKE  REPAIRS AT SEA OR IN PORT AS NECESSARY. ALL  FREEZE/CHILL REEFER CONTAINERS SHALL HAVE AUTOMATIC  RECORDING CHARTS ON PART OF THE UNIT AND CONTRACTOR  MUST PROVIDE FREEZE/CHILL RECORDING CHARTS TO MSCO  PORT CANAVERAL. THE CONTRACTOR SHALL HAVE THE REEFER  CONTAINERS WITHIN OPERATING PARAMETERS UPON ARRIVAL FOR  LOADING AT PORT CANAVERAL. THE CONTRACTOR IS TO  MAINTAIN THE REEFER CONTAINERS IN A SANITARY ODOR  FREE MANNER IN ACCORDANCE WITH APPLICABLE RULES AND REGULATIONS; THE REEFER CONTAINERS SHALL BE SUBJECT TO  INSPECTION BY GOVERNMENT REPRESENTATIVE.  (j) EXPLOSIVE/HAZARDOUS CARGO: THE  VESSEL(S) SHALL HAVE THE CAPABILITY TO CARRY  SMALL QUANTITIES OF EXPLOSIVES SHIPPED IN PORTABLE  MAGAZINE PROVIDED BY THE GOVERNMENT AND APPROVED BY  THE U.S. COAST GUARD. THE CONTRACTOR SHALL OBTAIN  AN EPA PERMIT FOR THE CARRIAGE OF EXPLOSIVE/HAZARDOUS  CARGOES PRIOR TO THE VESSEL BEING TAKEN ON-HIRE FOR  THIS CONTRACT. AMMUNITION CONTAINERS MUST BE MAINTAINED  IN ACCORDANCE WITH ISO AND CSC STANDARDS. ALL CREW  MEMBERS MUST BE HAZMAT CERTIFIED FOR CARRAGE BY SEA OF  SUCH CARGO.  (k) LIMITATIONS: ASSIGNED CARGO PER VOYAGE WILL BE SUBJECT TO APPLICABLE LOADING  LIMITATIONS UNLESS WAIVERS ARE OBTAINED BY  THE CHARTERER.  (l) LASHING GEAR/TIE DOWN RINGS: VESSEL  SHALL HAVE 150 -INCH TIE DOWN CHAINS 12 FEET  LONG AND A MINIMUM OF 9,000 POUNDS TESTED STRENGTH  WITH GRAB HOOKS ON EACH END. TIE DOWN D-RINGS  SPACED NO MORE THAN 22 FEET RUNNING FROM FRONT TO  REAR AND NO MORE THAN 10 FEET RUNNING ACROSS THE  VESSEL MUST BE PROVIDED FOR THE VESSEL'S MIMIMUM  OPEN DECK SPACE (5,000 SQ. FT.). RINGS MUST BE  TESTED TO A MINIMUM PULL WEIGHT OF 30,000 POUNDS. (m) TARPAULINS: CONTRACTOR MUST PROVIDE  AND MAINTAIN (30) 20-FEET X 20-FEET TARPAULINS.  ATTENTION IS CALLED TO SECTION II(a). MSC  REPRESENTATIVE MAY DIRECT, AT NO COST TO THE  GOVERNMENT, REPLACEMENT OF UNSATISFACTORY TARPAULINS.  (n) CONTRACTOR-FURNISHED ITEMS: THE  CONTRACTOR SHALL PROVIDE ALL MANAGEMENT,  ADMINISTRATION, QUALITY CONTROL, SUPERVISION, LABOR, TRANSPORTATION, EQUIPMENT, MATERIALS, AND  SUPPLIES REQUIRED FOR PERFORMANCE OF THIS CONTRACT  INCLUDING BUT NOT LIMITED TO:  (i) ALL MATERIALS INCLUDING REPAIR  PARTS, EXPENDABLE TOOLS AND SUPPLIES NEEDED TO FULFILL  THE REQUIREMENTS OF THE CONTRACT.  (ii) ALL SHOP AND SPECIAL HAND TOOLS,  SUPPORT EQUIPMENT, FURNISHINGS, AND APPLIANCES REQUIRED  FOR PERFORMANCE OF THIS CONTRACT.  (iii) LUBRICANTS.  (o) OPERATIONS: VESSEL(S) MUST BE MANNED  SUFFICIENTLY TO ALLOW FOR 24-HOUR PER DAY OPERATIONS  SEVEN (7) DAYS PER WEEK. III(k) -- ADD THE FOLLOWING NEW CLAUSE  DESCRIPTION OF PORTS, CARGOES, AND FREQUENCY OF SERVICE  WITH DISTANCE CHART  A. DESCRIPTION OF PORTS WITHOUT GUARENTEE:  (a) ROOSEVELT ROADS, P.R. -- ROOSEVELT  ROADS HAS A LOW RO/RO RAMP (APPROX. 3 FEET) WITH A 15  DEGREE INCLINATION UP TO 7 FEET (WHICH IS THE HEIGHT OF  THE PIER FACE) AT BULKHEAD. IT IS WIDELY USED BY SHALLOW  DRAFT NAVY LANDING CRAFT AND DOES NOT POSSESS ANY  PECULIARITIES WHICH AFFECT CARGO OPERATIONS. PIER -- 275 FEET LONG, AND DEPTH -- 15 FEET NEAR LOW WATER. FLOATING  CRANE, ONE MOBILE CRANE 60 TON MAXIMUM CAPACITY.  (b) ST. THOMAS -- CHARLOTTE AMALIE IS  ON THE NORTH SHORE OF THE ST. THOMAS HARBOR. THE WEST  INDIAN COMPANY DOCK ON THE SOUTH SIDE OF LONG BAY IS  THE DEEP WATER TERMINAL AND HAS A 2,234 FOOT MARGINAL  WHARF WITH DEPTHS ALONGSIDE OF 27-30 FEET. (c) ST. CROIX --  (i) CHRISTIANSTED HARBOR IS A  PORT OF CALL FOR VESSELS DRAWING UP TO 16 FEET OF WATER.  GALLOWS BAY DOCK IN THE EAST PART OF GALLOWS BAY HAS  BERTHING SPACE OF 400 FEET ON THE WEST SIDE AND 300 FEET  ON THE EAST SIDE. A RO/RO RAMP WITH A DEPTH OF 16 FEET  ALONGSIDE IS EAST OF THE DOCK.  (ii) FREDRICKSTED IS A PORT OF  CALL FOR CRUISE SHIPS, GOVERNMENT VESSELS AND SMALL CARGO  VESSELS ON THE WEST COAST OF ST. CROIX. A 1,600 FOOT PIER  EXTENDS FROM THE WATER FRONT WITH DEPTHS ALONGSIDE FROM 26  TO 42 FEET. A RO/RO RAMP IS ON THE SOUTH SIDE WITH DEPTHS  ALONGSIDE OF ABOUT 14 FEET. DAYLIGHT ARRIVAL AND DEPARTURE  ONLY.  (iii) CURRENTLY THE PRIMARY PLACE  OF DISCHARGE IS AT THE CONTAINER PORT OF LIMETREE BAY, WHICH  IS ENTERED THOUGH KRAUSE LAGOON CHANNEL. THE CONTROLLING  DEPTH IN THIS CHANNEL AND ALONGSIDE THE DOCK IS 32 FEET AT MLW.  THERE IS A TURNING BASIN WITH A RO/RO RAMP ALONGSIDE THE DOCK.  A CONTAINER CRANE ON THE DOCK IS AVAILABLE FOR USE. PILOTAGE  IS RECOMMENDED.  (d) ANTIGUA -- DISCHARGING/LOADING OF CARGO  FOR THE U.S. NAVAL FACILITY AND AIR FORCE TRACKING SYSTEM IS  ACCOMPLISHED AT THE BERTH AT ST. JOHN'S AND RO/RO RAMP LOCATED SOUTH OF HIGH POINT PIER. THIS FACILITY IS APPROACHED THROUGH HORSE CHANNEL FROM THE NORTH INTO PARHAM SOUND WITH MINIMUM  DEPTHS IN THE APPROACHES OF 15 FEET. A DREDGED CHANNEL LEADS  TO THE RO/RO RAMP. THE CHANNEL IS APPROXIMATELY 150 FEET  WIDE AT THE ENTRANCE AND NARROWS TO 75 FEET IN THE RAMP AREA.  THE MAXIMUM DEPTH IS 14 FEET IN THE CHANNEL AND DRAFT OF  VESSELS DEEPER THAN 12 FEET IS NOT RECOMMENDED. THREE CLUSTER  PILES OF DOLPHINS ARE ON THE SOUTH SIDE OF THE CHANNEL FOR  MOORING THE VESSEL. IN UNFAVORABLE WEATHER CONDITIONS,  VESSELS ARE DISCHARGED AT THE DEEP WATER PORT OF ST. JOHNS  HARBOUR ON THE WEST SIDE OF THE ISLAND.  (e) PONCE -- THERE IS A CONTROLLING DEPTH OF  22 FEET IN THE MAIN CHANNEL AND DEPTHS ALONGSIDE THE 450 FOOT  LONG MUNICIPAL WHARF ARE 26 FEET. RO/RO RAMP IS AVAILABLE. PILOTAGE IS REQUIRED.  B. PORT RESTRICTIONS.   OWNER WARRANTS THAT A VESSEL OF THE TYPE,  TONNAGE, AND CONFIGURATION OF THE VESSEL IDENTIFIED IN BOX 7,  LADEN AS CONTEMPLATED HEREIN, SHALL BE ABLE TO APPROACH, LIE  AT, AND DEPART FROM THE PORTS OR PLACES STIPULATED IN THIS  ARTICLE III(k) ALWAYS AFLOAT.
